This paper examines what influences Attitude towar usage (ATU) as the expectation of the application of Employee Information System (EIS) with high success rate, this research is observed through cognitive value using approach theory of information system success model DeLone and McLean Model (DMM) and affective value using the Human Resource quality theory (HRQ) and the Self-Efficacy (SE) model. The overall data was obtained by providing questionnaires to employees at the Higher Education and using WarpPLS and SEM as a method of analysis. This study found that, because the EIS was positioned as a compulsory system, our study showed that only Self-Efficacy would affect Attitudes toward the Use of EIS. The quality of human resources, as other Affective factors, has no effect on Attitudes towards usage of EIS.

Abstract. This study aims to prove the influence of organizational culture, user competence and internal control to the quality of Regional Financial Management Information Sistem (abbreviation=SIPKD), and to also prove the quality of SIPKD relationship to the quality of accounting information. Survey in Garut local government as many as 75 of SIPKD users. Data analysis using Structural Equation Modeling (SEM) with Partial Least Square approach (PLS). The SEM PLS consists of two evaluation; inner model and structural model. The result of the research indicate that there is an effect of internal control on the creation of quality SIPKD, and quality SIPKD can influence the creation of quality accounting information. While the organization culture and user competence is not proven to influence the creation of quality SIPKD. Research implications can solve the problem of accounting information sistems, especially in the local government of Garut.Keywords: organizational culture, user competence, internal control, accounting information.Abstrak. Penelitian ini bertujuan untuk membuktikan pengaruh budaya organisasi, kompetensi pengguna dan pengendalian internal terhadap kualitas Sistem Informasi Pengelolaan Keuangan Daerah (SIPKD), dan untuk membuktikan pula hubungan kualitas SIPKD terhadap kualitas informasi akuntansi. Survei dilakukan pada pemerintahan daerah kabupaten Garut sebanyak 75 sample pengguna SIPKD. Analisis data menggunakan Structural Equation Modeling (SEM) dengan pendekatan Partial Least Squre (PLS). Pendekatan SEM PLS terdiri dari dua jenis evaluasi yaitu evaluasi model pengukuran dan evaluasi model struktural. Hasil penelitian menunjukkan ada pengaruh pengendalian internal terhadap terciptanya SIPKD yang berkualitas, dan SIPKD yang berkualitas dapat memengaruhi terciptanya informasi akuntansi yang berkualitas. Sedangkan budaya organisasi dan kompetensi pengguna tidak terbukti memengaruhi terciptanya SIPKD yang berkualitas. Implikasi penelitian dapat memecahkan masalah sistem informasi akuntansi, khususnya di pemerintah daerah Garut.Kata kunci: budaya organisasi, kompetensi pengguna, pengendalian internal, informasi akuntansi. Information Systems are a combination of information technology and activities of people who use these technologies to support operations, management, data, and technology. Based on Indonesian Minister of Home Affairs Decree No. 17 of 2000, the Regional Office of the Ministry of Law and Human Rights of West Sulawesi implements the Employee Management Information System (SIMPEG) which functions to process data, information and employee management. Acceptance of information system users determines whether the information system is successful or failed. Thus, this study proposes an integrated model between HOT-Fit and UTAUT2 models to identify behaviours and factors that influence system user acceptance. The online survey was conducted among SIMPEG users as many as 311 respondents consisting of 69.1% men and 30.9% women with an age group dominated by 26-35 years as many as 44.1% to test hypotheses based on an integrated model using GeSCA. The results of the study prove (1) human factors with the moderation of gender and organisation have a significant influence on behavioural intention; (2) behavioural intention has a significant influence on user satisfaction; (3) human, technology and organisational factors have a relationship of compatibility with each other. Besides, the results showed that the integrated model between and SRMR (0.079) which indicated an acceptable model fit. The results of the study support the importance of human and organizational involvement to achieve success acceptance of technology adoption in the government.
