Technological challenges related to the “green” economy, digitalization of business processes, and intelligent manufacturing affect all sectors of the global economy. The oil and gas complex has a complexly organized production process, while the oil industry depends on the volatility of coal prices and the general decline of the world economy. In this regard, it is important to analyze the current state and propose environmental, technological, financial and economic measures to minimize the impact of scientific, technological, and financial risks on the companies’ technological integration. Oil and gas companies of the Russian Federation and the Republic of Kazakhstan were selected as the object of the study. In order to overcome the technological lag, increase the depth of processing of raw materials at enterprises, a search for new mechanisms was initiated through the development of the institute of stakeholder relations and the improvement of the scientific and technological risk management system. The study revealed that the combination of the advantages of internal and external growth contributes to the increase of the innovative potential of oil and gas companies. It is an important incentive when concluding transactions to combine the capital of related industries, support the education system, cultural traditions of the population in the regions of the presence of oil, gas, oil refining and petrochemical companies. An open system of “corporate integration spaces”, the innovativeness of the integration strategy, the knowledge economy, and the intellectualization of production were used as the elements of the concept of technological challenges mitigation. There is emphasized high importance of artificial intelligence in the management system of the oil industry economy.

The requirements of high reliability for hybrid systems are urgent for engineers to maximize the system reliability under the limited cost budget. The cost constraint importance measure (CIM) is an important tool to achieve the local optimal solution by considering the relationship between constraint conditions and objective functions in the optimization problem. To better consider the contribution of the CIM, this paper considers three different cost function forms, including power type, trigonometric type, and exponential type. Combining the global search ability of the arithmetic optimization algorithm (AOA) with the local search ability of the CIM, a CIM-based arithmetic optimization algorithm (CIAOA) is developed to analyze the contribution of the CIM. Through the numerical experiments, the optimal system reliability and convergence generation of the CIAOA and AOA under different cost function forms are regarded as the indexes to analyze algorithm performance. The experimental results show that the average system reliability improvement percentages under power type, trigonometric type, and exponential cost constraint are 8.07%, 0.14%, and 0.53%, respectively, while the average convergence improvement percentages under three cost forms are 37.30%, 0.08%, and 1.66%, respectively. Therefore, the CIAOA performs the best under power cost constraints. Finally, a numerical example of a hybrid power vehicle system is introduced to analyze the contribution of the CIM under different cost functions by considering the reliability improvement rate in the optimal solution and the ranking of the CIM. The higher prioritization components in the two rankings are similar, which shows that the component with higher a CIM is selected to improve its reliability.

The article presents the results of research in the field of formation of methods of organization of intellectual infrastructure of technological development of industrial enterprises, focused on methodological issues of measuring and assessing its sustainability. The relevance of the research is due to modern trends in the intellectualization of the economy under the influence of technological processes of digitalization, which determine the need for the formation of new infrastructure institutions necessary to solve modern problems of technological development in industry. As a result of this research stage, the structural characteristics and parameters that determine the state and dynamics of the intellectual infrastructure of technological development of industrial enterprises have been clarified, which allowed us to offer methodological tools for assessing the state of stability of the intellectual infrastructure and the prospects for its positive dynamics focused on the digital transformation of business processes of industrial production. Thus, as structural elements that determine the organizational level of the intellectual infrastructure of technological development of industrial enterprises, the following are defined: the level of material resources used in the production of products; the availability of logistics routes; the environmental impact of the results of resource processing, including the cost of disposal of residues; the state of fixed assets. The author’s approach to the assessment of the intellectual infrastructure of technological development of industrial enterprises has been developed, based on the identification of key elements of the studied infrastructure, classification of resource blocks, justification of indicators and factors of resource components that affect the stability of the intellectual infrastructure of technological development. This approach makes it possible to develop and improve methodological tools for analytical assessment of the organizational level of stability of the intellectual infrastructure of technological development, identifying trends in its dynamics, as well as controlling unacceptable deviations.
