According to the study of the environmental impact of green agricultural development, this paper selects 12 basic indicators from the three dimensions of “ecological agriculture, green production, and output benefits” for the construction of China’s green agricultural development index. There are eight basic indicators used in the construction of the environmental index system, including the area of nature reserves and the level of environmental protection expenditures. It is based on the panel data of 13 provinces in China from 2011 to 2019. For the calculation and analysis of the green agricultural development index and the environmental index, the entropy weight method is used. The calculation results show that there are significant differences in the development level of green agriculture and environmental development among these 13 major provinces; the green agriculture level and environmental development level of Jiangsu Province and Sichuan Province are in the leading position; further using dynamic panel regression, the results show that the development of green agriculture has a significant role in promoting the improvement of the environment, and in the early stage of green agriculture development, the effect of improving the environment is more obvious; the index of green agriculture development can be further divided into ecological agriculture index, green production index and output benefit index. As a result, the improvement of ecological agriculture, green production, and output benefits can contribute to the optimization of the ecological environment. As well, the development of green agriculture has some intermediary effects on the optimization of the environment. It is the intermediary effect of promoting environmental optimization through guiding residents’ green consumption that has the greatest effect, while the intermediary effect of promoting industrial structure upgrading and enterprise technology innovation has a relatively small effect. The empirical results presented in this paper suggest that a variety of measures can be taken to improve the environment, including improving green agriculture development in various regions, increasing government expenditures, and promoting the transformation of economic structures in order to improve the environment.

“…(Kementerian Lingkungan Hidup dan Kehutanan RI 2018) At the level of the implicit definition of Forest set by the Central Government, it certainly cannot be ignored that in West Papua Province and specifically in Raja Ampat Regency, it's recognized that indigenous Papuan customary ownership (PCO) is still alive and developing until now, the truth of which cannot be denied by anybody. Several related agencies that have authority over forest crimes (Bayramoglu and Kadiogullari 2018), such as the West Papua Regional Police Police and the Center for Environmental and Forestry Security and Law Enforcement in the Maluku-Papua Region carry out legal procedures and take action regarding forest area land management issues without permission from the Central Government against residents who carry out management land in the forest area and the tail is tried in the Court. (Kristiani 2020) This has also happened concretely in the Alex Robert Womsiwor Criminal Case which was processed by the West Papua Police Police Agency until it was tried at the Class IB Sorong District Court with Criminal Case No: 153/Pid.Sus/2020/PN Son, because of flattening a small portion of the land area of the land area of 1 Ha which is the Land of Parental Inheritance (In-Law) for gardening and coincides with the location of the land which is the Location of Cases (LC) with the status of Non-Productive CPF.…”

Based on this perspective, the type of legal research is carried out through juridical-empirical. In terms of the orientation of law enforcement towards land management by (PCO) as citizens for gardening, it’s an arbitrary act and leads to legal discrimination, considering that the State has protected the rights of citizens through Law No. 18 of 2013 concerning Prevention and Eradication of Forest Destruction Article 11 paragraph (3). In addition, the professionalism of law enforcement officials in the field of human resources must be further improved in order to further strengthen the mastery of knowledge of criminal offenses and the elements of crime from an act, so that the community as citizens is not harmed in terms of law enforcement orientation.

This paper presents the findings on the study on land cover changes and their determinants in the coral rag ecosystem of the South District of Unguja. The study is based on data extracted from the 1975, 2009, and 2014 satellite images using remote sensing and geographical information systems (GIS) techniques. Additional data were collected through structured interviews in a household survey, focus group discussions, key informant interviews, transect walks and observation. The major change detected in the study area from 1975 to 2014 was the decline of forests by 28.3% from 43.31 to 15% and the increase of semi-open forest and bush by 24.16% from 10.54 to 34.7%. During the same time, settlements increased from 0.1 to 4.9%. Different factors both direct and underlying have caused land cover change in the study area. Direct causes include shifting cultivation, commercial cutting of wood for fire wood, charcoal, pegs and cutting sticks for seaweed farming, while the underlying ones are population growth, policy reform and policy failure, land tenure insecurity, soil as well as the terrain and underlying rocks. If not properly addressed, land cover changes are likely to affect either positively or negatively the wildlife as well as the livelihoods of the communities. Investment in intensive cultivation and alternative sources of energy is required to reduce over utilization of forest resources and to improve conservation and people's livelihood.
