Analysis of Barriers to the Deployment of Health Information Systems: a Stakeholder Perspective

Abstract: This paper argues that the cross-analysis of barriers with stakeholders provides a richer picture than analyzing the barriers on their own, as most of the literature in this area does. To test this hypothesis, we used the data from 33 interviews across 19 different types of stakeholders that were involved in a telemedicine system for the Chronically-ill Patient. Our findings show encouraging results. For instance, it was found that the group of stakeholders who are directly related to the governance and policy… Show more

“…In order to design a wound management application to support health care workers during wound documentation, we followed the first three stages of the iterative buildevaluate design science approach proposed by Sonnenberg et al (Sonnenberg and vom Brocke 2012). The incorporation of new information systems usually requires significant change to processes in an organization (Serrano et al 2018). By following a very user-centered approach, we aim to increase acceptance of new solutions.…”

“…However, uptake of technology-based recording and reporting is hampered by a lack of awareness and organizational support [ 34 , 43 ]. Other barriers include inadequate internet coverage [ 31 , 44 ], telecommunications network coverage [ 42 ] and electricity [ 45 ], limited budgets for system introduction, maintenance and repair of devices [ 46 48 ] and limited training of personnel in their use [ 49 , 50 ]. The expansion of computerized recording and reporting in Solomon Islands need to address these barriers for expanding it to the health centres.…”
