Analysing the profitability of the Spanish fleet after the anchovy moratorium using bootstrap techniques

-While fishing resources available to fishermen are becoming increasingly scarce, management actions that regulate these resources are becoming more restrictive, to such an extent that some fisheries remain closed for years. The anchovy fishery in the Bay of Biscay, which was closed for 5 years, from 2005 to 2009, is one of the most important sources of revenue for the Basque pelagic purse-seiner fleet. Throughout the course of this closure the fleet was forced to find alternative revenue streams. In the present study, the fishing alternatives were analysed before and during the anchovy fishery closure, defining an adaptability indicator to measure the ability of the fleet to cope with fisheries closures. Four differently-behaved segments were found within the purse-seiner fleet. Only one of these segments managed to maintain the same level of turnover during the anchovy closure, while the others could not reach a minimum level of adaptability. Compensation of the fishery closure through financial aid was studied, analysing the impact that public aid had on the profit of each segment and on the adaptability indicator.

Measuring the economic efficiency of a crew share remuneration system: a case study of the Basque purse seiner-live bait fleet

-Crew share remuneration systems are extensively used in fisheries as a way to tackle the moral hazard problem caused by asymmetric information distribution between the capital owner and the crew. To conduct a principalagent analysis of such a system, it is important to know how it deals with fuel costs. This paper is based on economic efficiency indicator calculations and a number of simulations for the Basque purse seiner-live bait fleet to shed light on the crew-capital owner relationship in this principal-agent problem. We conclude that the share remuneration system can protect crewmembers from variations in fuel prices, which might be one of the factors explaining its popularity. However, some profit indicators are affected by the remuneration system and, thus, cannot be used for the comparisons of economic efficiency of the fleets.

Disaggregating species unit costs in mixed fisheries: the case of the Irish whitefish fleet

Many fishing fleets operate in mixed fisheries where several target species are caught together along with other bycatch species unintentionally caught. In some cases, fleets operate in multiple mixed fisheries depending on various factors such as time of year or current market conditions, among other factors. Data collection in the European Union (EU) involves various levels of detailed data. Economic data is generally collected on an annual time-step whereas other sources provide information at much higher resolution such as the fishing trip (landings declarations), fish day (logbook) or even in real-time (electronic logbook). In this paper a methodology is described to disaggregate the annual cost of a fleet segment into a cost per fishery and per species within the fishery. This information is of interest as it permits incorporation of the economic implications of fishery dynamics into fisheries management. Assessment of these unit costs on a fishery basis also allows accurate input into value chain analysis which is carried out on a species basis.
