The aims of this research are to test and analyze the effects of poverty, general allocation fund (DAU) and economic growth to human development index (HDI) in Indonesia. The type of this research is quantitative research. This research used 33 provinces throughout Indonesia (exclude DKI Jakarta). Period of this research was during 2016-2018. Researcher did this research during September 2019-June 2020. The method used in this research is Pooled Data. This research used secondary data and the software of this research used Eviews. 8. The result found that (1) poverty has negatively significant effect (0.000) to human development index (HDI) in Indonesia, (2) general allocation fund has positively significant effect (0.000) to human development index (HDI) in Indonesia and (3) economic growth has no significant effect (0.676) and is negatively related to human development index (HDI) in Indonesia.

Penelitian ini bertujuan untuk mengetahui analisa pengaruh Pengeluaran Pemerintah Provinsi Jawa Barat dalam sektor Pendidikan dan Sektor Kesehatan, dan Kemiskinan Terhadap Indeks Pembangunan Manusia di Provinsi Jawa Barat. Data yang digunakan dalam penelitian ini adalah panel data dari 27 Kabupaten/Kota Provisi Jawa Barat pada Tahun 2017 sampai 2021 yang diperoleh dari Badan Pusat Statistik Provinsi Jawa Barat. Metode yang digunakan adalah metode regresi data panel dan metode Fixed Effect Model yang terpilih dengan dukungan software Eviews9. Hasil penelitian memperlihatkan bahwa Belanja Pendidikan, Belanja Kesehatan, berpengaruh positif signifikan terhadap Indeks Pembangunan Manusia, yang mana ketika belanja pendidikan dan belanja kesehatan meningkat maka IPM juga akan meningkat. Sedangkan kemiskinan, berberpengaruh negatif signifikan Terhadap Indeks Pembangunan Manusia, maka ketika kemiskinan menurun IPM akan naik. Abstract: This study aims to determine the effect analysis of West Java Provincial Government Expenditures on the Education and Health Sector, and Poverty on the Human Development Index in West Java Province. The data used in this research is panel data from 27 Provisional Regencies/Cities of West Java from 2017 to 2021 obtained from the Central Bureau of Statistics of West Java Province. The method used is the panel data regression method and the Fixed Effect Model method selected with the support of Eviews9 software. The results of the study show that education spending and health spending have a significant positive effect on the Human Development Index, which means that when education and health spending increase, the HDI will also increase. Meanwhile, poverty has a significant negative effect on the Human Development Index, so when poverty decreases HDI will rise.

The human development index, which raises the standard of living, is one approach to gauging economic success. This study aims to examine and evaluate the impact of poverty, employment rates, minimum wages, and population size on the human development index in West Java Province from 2017 to 2021. Data were gathered via documentation methods from the Central Statistics Agency of West Java Province's website, and panel data regression was used to analyze the results. Based on the outcomes of the Chow and Hausman tests, the Fixed Effect Model was chosen for this investigation (FEM). 9 cities and 18 districts in West Java Province were included in the observation data. The study's findings show that in West Java Province, population and the human development index have no relationship with one another, but poverty, the number of persons working, and the minimum wage all significantly affect the index.
