The presence of Covid-19 in the early 2000 shocked Indonesia in many aspects. The performance of regional governments in terms of of local budget management was questionable during the pandemic period. The purpose of this study is to analyze impact of Covid-19 pandemic to financial performance in regencies and cities under South Sumatera jurisdiction. This research is analysing the differences of financial independence ratio and financial effectiveness ratio of districts and cities in South Sumatera between before and post-COVID-19 pandemic period. The type of this research is quantitative research in form of comparative research by using saturated sampling. The data collection method which used by author are library method and non-behavioral observation method. The data process method which used by author are analysis method with using t-test and sample collection method. The final results of this research are there are no significant differences for financial independence ratio and there are significant differences for financial effectiveness ratio of districts and cities in South Sumatera between before and after COVID-19 pandemic

This research was conducted to determine how a city or district area can be independent in financing all government operational activities without depending on the central government. This study aims to determine the factors that affect regional independence. This research is also used for evaluation in government financial management and decision-making for stakeholders in investing by seeing whether the area is independent or not. The research uses quantitative method based on secondary data, including data from the Central Statistics Agency (BPS) of Central Java Province in 2019, stating the number of districts as 29 and cities as many as 6 cities in Central Java. The sample selection used in this study used a purposive sampling technique where the data used in this study contained data from the 2015-2019 Regional Government Financial Reports. Data analysis uses panel data regression with data application processing, namely Eviews 10. The results of this study reveal several variables that affect regional financial independence; namely, efficiency ratios that have a positive effect on regional independence, capital expenditure compatibility ratios that have a positive impact on regional financial independence, and effectiveness ratios that have a positive effect on the level of regional financial independence. Meanwhile, the variable that does not affect the level of regional independence is operating expenditure.

According to Tolosang (2018) research, Susanto and Rahayu (2021), Regional autonomy is an excellent opportunity for the government to prove its capabilities in carrying out regional tasks.…”

Regional autonomy is a policy given by the central government to local governments. The granting of this right to autonomy will encourage the acceleration of economic development in the community. Local governments begin to regulate all affairs in their regions independently so that they will be faster in overcoming all existing problems, including problems of community welfare. The implementation of regional autonomy also gives full rights to regional governments, including in financial management in the regions. Effective, efficient, transparent and responsible financial management is an important basis for improving the community's welfare. Of course, increasing the financial performance of local governments will also increase the human development index. The performance of the local government needs to be assessed as a form of our supervision to the government. This government performance assessment can be measured through the ratio of regional independence, effectiveness and efficiency. In addition, proper management of existing resources in the area will be able to improve the welfare of the community. The purpose of this study is to empirically test the ratio of independence, effectiveness, efficiency to the human development index by controlling regional characteristics in the form of capital expenditures, operational expenditures, government size, regional original income, and population. The amount of data in this study were 29 districts and 6 cities in Central Java during 2015-2019. The results of this study state that the independence ratio, effectiveness ratio, and efficiency ratio can have a significant effect on the human development index. In addition, the control variables for regional characteristics in the form of capital expenditures, operational expenditures, government size, and population are able to influence the human development index. Meanwhile, local revenue has no effect on the human development index.
