Earthquakes in Palu and surroundings area on 28 September 2018 gave the significant impacts to publicfacilities damage, such as the Correctional Institution Class II A Palu. The correctional institution areawhere was located only Â±300 metres from the liquefaction zones in Petobo also hit by the phenomenon ofliquefaction triggered by the earthquake. Based on The Regulation of Ministry of Laws and Human RightsRepublic of Indonesia article 4 point (d) stated that correctional institutions are located far away from thepossibility of natural hazards (earthquakes, floods, landslides) and integrated with wastewater disposal toavoid environmental effects (Minister of Law and Human Rights Regulations, 2011). The disasters thatoccurred should be the challenge and the problems for Correctional Institutions Palu in undertaking thecompulsories and the functions in disaster-prone area. The first objective of this study was to analyse theearthquakes and liquefaction threat in Correctional Institution Palu area. Threat level index of Correctional Institutions Palu obtained from the threat level zone maps within the 2018 events by DIBI and USGS. Thehazard map conducted through analysing types of earthquake threat related to disaster events in the studyarea. Moreover, observation and interview conducted for the data collection. This study found theCorrectional Institutions Palu area was categorized as earthquakes-prone area, as the impact re-establishingof special patterns for correctional institutions location should be re-investigated.

Ramadhani [7] states that the topography, geology and seismological conditions of the Palu city area are likely to be damaged by earthquakes, including secondary hazards (tsunamis, liquefaction and cliffside landslides). Geological and morphological conditions in highly dense areas also influence liquefaction risk [8].…”

Balaroa area is an alternative road connecting Palu City with Sigi and Donggala Regencies which experienced landslides due to the September 2018 earthquake. The landslide formed a steep slope and was prone to landslide. This study is to determine slope stability and design of optimal and safe slope geometry against landslides. Input and data analysis based on the Finite Element Method using Shear Strength Reduction with the help of RS2 software. The analysis resulted safety factor (SF) value on the existing slope without an earthquake load at locations 1 and 2 is in a stable condition with SF>1, after being given an earthquake load of 0.35g, the SF<1, while location 2 remained safe under the earthquake load with SF> 1. The total value of displacement on existing slope without earthquake load at location 1 was 0,006-0,040m and location 2 was 0,01-0,1m, after being given an earthquake load, it decreased 0,0045-0,030m at location 1 and increased 0,006-0,15m at location 2. This illustrates the existence of an earthquake greatly affects SF and total displacement. Safe slope geometry design for location 1 is slope height must be 10,2m with angles of 46° for level 1and 32° for level 2, with SF value 1.25.
