Effective mitigation planning is needed for communities living in areas prone to disasters, including natural calamities such as volcanic eruptions. The development of disaster evacuation routes in disaster-prone areas, including the area where this study was conducted, requires proper planning in transportation infrastructure. Ternate city in Indonesia is a disaster-prone area because of the presence of an active volcanic mountain and an area traversed by the Pacific ring of fire. This area includes a vulnerable zone that has the potential for disasters such as volcanic eruptions, therefore it is important to make mitigation plans to assist the community in evacuating and reducing the impacts of a disaster. Data was obtained from road network observations and by carrying out inventory surveys on the condition of facilities and infrastructure for land transportation and sea transportation in Ternate city, which is located close to Mount Gamalama. A quantitative approach was utilised in this study through transportation modelling using Vissim to analyse the existing traffic conditions and forecasting. The research aims to formulate disaster mitigation measures to reduce the damages caused by the volcanic eruption of Mount Gamalama and identify plans for evacuation routes in disaster-prone areas. The road network performance of Ternate city showed that the city has roads that can be used as evacuation routes for disaster victims. It has good road performance in terms of meeting points and final evacuation points. Efforts to reduce the number of victims when a volcanic eruption occurs, the socialisation of disaster mitigation to the community and the installation of disaster information signs need to be equipped with the preparation of evacuation routes in the form of evacuation gathering points and final evacuation points. This study recommends local governments to develop new evacuation routes in disaster-prone areas and increase evacuation capacity.

Jumlah penghuni Lembaga Pemasyarakatan (Lapas) pada saat ini yang melebihi kapasitas dan letak geografis Indonesia yang berada pada lempeng mediterania sangat rawan terjadinya bencana. Namun hingga saat ini belum ada rambu rambu keselamatan dan kesehatan kerja (K3) berupa jalur evakuasi dan titik kumpul di dalam lapas. Kasus baru baru ini yang terjadi di Indonesia yaitu runtuhnya tembok Lapas kelas IIA palu karena gempa berkekuatan 7,4 SR .Dari kejadian tersebut tercatat sebanyak 1.425 narapidana dan tahanan kabur dengan alasan menyelamatkan diri. Penelitian ini bertujuan membahas mengenai bagaimana evakuasi narapidana ketika terjadi bencana baik bencana alam maupun bencana lainya dengan tetap mengutamakan keamanan dan ketertiban di dalam Lapas. Penelitian ini menggunakan pendekatan kualitatif dengan melakukan observasi langsung sebagai data primer dan data sekunder berupa kajian teori dan berita media massa. Hasil dari penelitian ini yaitu terumusnya tata cara pelaksanaan rambu rambu K3 dalam rangka pemenuhan HAM narapidana. Penelitian ini membahas mengenai pentingnya rambu rambu K3 untuk mengantisipasi, meminimalisir korban jiwa, memberikan rasa aman dan keselamatan pribadi bagi narapidana. Kebaruan Penelitian ini adalah membahas mengenai pelaksanaan rambu rambu K3 dalam rangka pemenuhan HAM narapidana yang selama ini kurang diketahui dan diperhatikan oleh masyarakat luas. Selama ini pandangan masyarakat terhadap narapidana masih negatif, narapidana dianggap sebagai sampah masyarakat dan harus mendapat pembalasan dengan dimasukan ke dalam lapas. Dengan penelitian ini diharapkan dapat mengubah pola pikir masyarakat terhadap narapidana.

The flooding of Krueng Langsa river occurs every year. The floodwaters submerged people's homes around the river. Every year SAR teams and communities have difficulty evacuating. This is due to the lack of flood zoning maps and evacuation routes. To reduce the risk of flooding overflowing in the Krueng Langsa river, evacuation route maps and zoning maps of flood hazard areas are needed., it is necessary to map evacuation routes in each hamlet as well as a zoning map of flood hazard areas. The purpose of this research is the availability of zoning maps and evacuation routes as one of the mitigations to reduce the risk of Krueng Langsa river overflow disaster. The data used is measurement data in the field and interviews. The data is analyzed using QGIS and CAD. The zoning mapping of insecurity levels is divided into 4 levels based on the weighting score of parameters that affect flooding. This map illustrates the direction of movement of each person to the gathering point and evacuation place. The evacuation route is chosen based on the distance to the collection point, the direction of the water flow, the height of the floodwater level, and the high ground level.
