Earthquakes often caused severe fatalities to human beings, as the case of Aceh earthquake 2004, and Lombok earthquake 2018. For the case of Lombok shallow earthquakes 2018, the earthquakes of a magnitude 7.0 have destroyed almost 800 thousand homes, and caused the death of more than 500 people. The main problem of such a case is that the time occurrence of an earthquake cannot be predicted. However, the risk due to earthquake should theoretically be able to predict, when parameters can be calculated in the quantitative risk index of R = H x V/ C. Particularly in this paper, health capacity is introduced using a rating system in order to measure the resistance of people occupying disastrous area to overcome difficulties during hard time emergency shelter and disaster relief. Two study cases were conducted which show that the capacity index, particularly people health index, could differentiate between low and medium-high casualties among cities ruined by Lombok earthquake 2018. The development of a quantitative risk index, particularly health risk indexes, is therefore important in hazard mitigation due to earthquakes, that it provides a simple quick apparatus of disaster assessment.

DOI:10.17014/ijog.9.1.105-117A series of earthquakes in 2018 have ruined thousands of buildings, and affected the stability of many infrastructures in Lombok Island. The Meninting dam, located at just a 20 km distance from the epicentre of the 5th August earthquake, is one of the many infrastructures being constructed in the island. Unfortunately, stability problems might arise to the dam, in particular to its diversion-spillway tunnel, since the tunnel was designed by using the Indonesian Standards SNI 1726:2012 for the estimation of earthquake forces into the design. After the earthquake events in 2018, seismic conditions of Lombok Island changed, resulted in changing seismic parameters. Seismic forces might shear off the friable weak volcanic rocks around the tunnel, and then consequently, the residual strength of the rocks had to stand the tunnel construction, so its factor of safety reduced. Thus, the tunnel required some stability improvements by adding more support instalments, including grouting and rock bolting. This is important for the tunnel to face probable similar severe earthquakes in the future.

The Meninting diversion-spillway tunnel is a part of the Meninting dam project located in West Lombok District. The construction commenced in 2017; then, a series of severe Lombok earthquakes halted the construction for a while in 2018, where some landslides occurred around the site. This possibly caused rock masses around the tunnel to be sheared off during the earthquake events. The last earthquake events increased seismic parameters, increasing stresses around the tunnel. Thus, the stability of the tunnel decreased in terms of a strength factor. Although, the overall stability of the tunnel was still fine with a strength factor of around 2.5; the tunnel certainly requires more stability improvements for future similar earthquake events.
