Providing of sustainability is one of the main priorities in normative documents in various countries. Factors affecting regional competitiveness is seen as close to them determining sustainability in many researches. The aim of this research was to identify and evaluate main factors of competitiveness for statistical regions of Latvia to promote sustainable development of the country, applying the complex regional competitiveness assessment system developed by the author. The analysis of the Regional Competitiveness Index (RCI) and its sub-indexes showed that each statistical region has both: factors promoting and hindering competitiveness. Overall the most competitive is Riga statistical region, but the last place takes Latgale statistical region. It is possible to promote equal regional development and sustainability of Latvia by implementing well-developed regional development strategy and National Action Plan. To develop such strategies, it is necessary to understand the concept of sustainable competitiveness. To evaluate sustainable competitiveness of Latvia and its regions it is necessary to develop further the methodology of regional competitiveness evaluation.

This paper aims to provide a healthy review of literature on the global imperativeness of the term global finance and competitiveness to achieve Sustainable Development Goals (SDGs). We employed a content analysis method to significantly explore the impact of global finance on financing for sustainable development (FSD) through competitiveness. What are the lessons for ELDCs? From the reviewed literature, we observe that global financing causes a dual impact on competitiveness through the Real Effective Exchange Rate (REER) effects. The study found that global FSD on the informal sector, social and environmental factors, as well as human development, is unarguably silent. Also, there is the multiplicity of function in the global financing mix. From the literature reviewed, we observed a positive link between SDGs, global finance, and competitiveness. SDGs differ across countries because the financing approach on competitiveness differs across countries. Thus, to achieve SDGs in ELDCs, global responses should be developed around improving internal and external competitiveness. These two types of competitiveness would be encompassing. Global financing should be directed to exploring economic, social, and environmental quality in internal and external competitiveness in ELDCs. This classification would deepen the World Economic Forum (WEF) GCI 4.0 based on innovative, efficiency and factors element. Thus inclusive growth and sustainable development could be strengthened through the application of internal and external competitiveness policies that would holistically upgrade the industrial and manufacturing competitiveness frontiers and gains from the global market share frontiers to accelerate SDGs in ELDCs.

The assumption the paper is based on is that in modern economy it is not enough to provide economic performances which will satisfy the owners of the companies and provide product and services which will satisfy customers, considering the relationship between costs and quality. Other two perspectives have to be included into the analysis, and they concern people-society issues and planet-environmental issues. This leads to the concept 3P that includes: Profit, People and Planet. According to this concept, one of the main challenges for the companies and supply chains they belong to will be to provide green product design, green lean processes and operations, as well as green supplying. For this reason, in this paper the authors analyse the green component of the sustainable competitiveness, with the objective to show the way from quality management (quality products and processes) and environmental protection through sustainable supply chain management with the accent on supply chain greening to economy competitiveness.
