Nowadays, wireless communication technologies have become an integral part of people's daily life and businesses all over the world. Due to the rapid increase in the number of the Mobile Users (MUs) who demand the service of communicating via wireless access networks, the wireless communication technologies have evolved from the first generation to the fifth generation. The Next Generation Wireless Systems (NGWSs) consists of heterogeneous wireless access networks of 3GPP generation mobile Systems (e.g., UMTS, LTE) and non-3GPP wireless networks (e.g., WiFi, WiMAX), where MUs can access these technologies and services using a single device. This paper presents a study for Vertical Handover (VHO) approaches of 3GPP and non-3GPP proposed in the literature and classifies them into two categories for which their characteristics are discussed.

In a heterogeneous wireless network, handover techniques are designed to facilitate anywhere/anytime service continuity for mobile users. Consistent best-possible access to a network with widely varying network characteristics requires seamless mobility management techniques. Hence, the vertical handover process imposes important technical challenges. Handover decisions are triggered for continuous connectivity of mobile terminals. However, bad network selection and overload conditions in the chosen network can cause fallout in the form of handover failure. In order to maintain the required Quality of Service during the handover process, decision algorithms should incorporate intelligent techniques. In this paper, a new and efficient vertical handover mechanism is implemented using a dynamic programming method from the operation research discipline. This dynamic programming approach, which is integrated with the Technique to Order Preference by Similarity to Ideal Solution (TOPSIS) method, provides the mobile user with the best handover decisions. Moreover, in this proposed handover algorithm a deterministic approach which divides the network into zones is incorporated into the network server in order to derive an optimal solution. The study revealed that this method is found to achieve better performance and QoS support to users and greatly reduce the handover failures when compared to the traditional TOPSIS method. The decision arrived at the zone gateway using this operational research analytical method (known as the dynamic programming knapsack approach together with Technique to Order Preference by Similarity to Ideal Solution) yields remarkably better results in terms of the network performance measures such as throughput and delay.

The continuous increase of mobile data traffic volume creates new challenges for telecommunication network operators. As a possible solution, many traffic offloading techniques have been proposed. In parallel, there is a trend to handle all the access techniques under the umbrella of IP, including non-3GPP networks (e.g., Wi-Fi), mainly with the help of IPv6. In this paper we provide a new architectural proposal in Evolved Packet Core (EPC) described as flow-based and operator-centric dynamic mobility management with Proxy Mobile IPv6 (PMIPv6). This new approach is supported by current EPC entities including Policy and Charging Rules Function (PCRF), Access Network Discovery and Selection Function (ANDSF), and Local Mobility Anchor (LMA) and by defining a novel communication scheme between them. The proposal was evaluated in a virtual testbed environment, and measurements based simulations were carried out where the solution showed significant benefits by enhancing operator flexibility, increasing user experience, and decreasing signaling overhead due to its highly dynamic operation and optimized flow-level behavior.
