An introduction to a UK scheme to help small firms control health risks from chemicals

Abstract: The Control of Substances Hazardous to Health Regulations 1994 (COSHH), provide the main British legislation to protect against health risks arising from hazardous substances used at work. Under the regulations, employers have a duty to carry out a suitable and sufficient risk assessment and take steps to ensure exposure is adequately controlled. The paper by Topping et al. (1998) concluded that small firms need more basic, readily available advice on how to effectively control hazardous substances. To meet th… Show more

“…Some pieces of literature cover short descriptions of a large number of different methods and tools 22,41,42) . The most common tool is different types of checklists, including both risk assessment types [43][44][45][46] and more action-oriented types 30,47) . Many checklists are aimed at certain risk factors such as chemicals 43) or at certain industries 48) .…”

“…The term originates from the field of IH and represents a qualitative instrument to assess risks for chemical substances to generate solutions and control measures (Russel et al 1998). The instrument uses categories, or ''bands,'' of health hazards, which are combined with exposure potentials, or exposure scenarios, to determine desired levels of control.…”

“…COSHH Essentials is not a tool primarily developed for exposure assessment, but is a tool that provides guidance on control (Russel et al, 1998;Evans and Garrod, 2006). COSHH Essentials was developed as an integrated approach that is difficult to evaluate in isolation (Money et al, 2006).…”
