The growing field of humanitarian operations is driven by frequent events of disasters seen in the world today. Within this field, Operations Research (OR) plays a critical role in alleviating the suffering of victims that are impacted by disasters. This paper focuses on the branch of a well-known OR problem, known as the Vehicle Routing Problem (VRP), within the selected scope of humanitarian operations. A total of 123 papers of the last decade are reviewed and classified under the humanitarian operations of supply and delivery, evacuation as well as rescue operations. Besides specific disaster management phases and disaster types, various modelling challenges are highlighted, hinting towards a richer and more complex VRP seen under selected model characteristic classifications. Furthermore, established solution approaches, including hybrid solutions, are highlighted and classified, discussing how they are applied in the context of these humanitarian operations. The inclusion of a machine learning solution approach under the same classification is proposed. Finally, the trend and future outlook of VRP for the suggested humanitarian operations are discussed and highlighted.

Floods are among the most persistent natural disaster that leads to massive economic and human loss globally. In this regard, this study has proposed an optimisation model for evacuating people before the occurrence of the flood using bus transit. The process of evacuation commences with the issue of warning and extends up to a certain time before the flood forecasts to strike. This model provides an optimised framework for 1) Locating pickup points and shelters, 2) Assigning of pickup points to the nearest shelter by opting the shortest route among the available routes. On the basis of demand, each pickup point is allocated with a certain number of trips. The modelling of dispatch sequence of public buses, random adventing of evacuees at pickup points and evacuees transit to the shelters are presented by developing a simulation tool. The results of simulation serve for assessing the route design and then, a local search heuristic is suggested to improve the route design during the evacuation.

Many kinds of natural hazards and man‐made calamities have occurred in recent years, each of which has left a huge number of victims and has been challenging to deal with. The solution is an effective evacuation planning system, which is gaining the interest of governments, academic institutions, and industries all across the world. This study focuses on quick and organized evacuation from densely populated areas during disasters to decrease damage successfully. This research proposes a fog‐cloud‐assisted effective disaster evacuation framework. The data accumulation layer uses IoT, mobile networks, and GPS technologies to collect environmental and location‐based data to track the inhabitants. The fog layer is utilized for (i) disaster event detection and (ii) human tracing and crowd density analysis. A cloud layer makes it easier for an evacuation algorithm to produce an evacuation map that will point evacuees to the exit while computing a quick and safe path utilizing environmental and inhabitant information gathered from the fog. The findings reveal that the performance of Model A surpasses the split delivery vehicle routing problem model with the minimum demand of vehicles and with improvement of 38.1% average. Also, A* takes less time (18.3 s) than other state‐of‐the‐art techniques to find the best optimal route for evacuation. Implementation and performance analysis demonstrate the efficiency and effectiveness of the proposed framework.
