With the development of cloud computing, more and more resources are provided in the form of cloud services. Then how to select suitable cloud service for users without professional knowledge has become an important issue. Existing cloud service selection models are usually considered as QoS-aware evaluation focused models. In practice, the QoS attributes have problems like subjectivity, vagueness, and uncertainty, and a range of formats are involved to describe QoS attributes. Therefore, it is necessary to consider the heterogeneous formats of QoS attributes in cloud service selection process. The aim of this paper is to develop a novel cloud service selection approach using entropy weight and GRA-ELECTRE III that can handle heterogeneous QoS attributes simultaneously. In the proposed approach, heterogeneous QoS attributes are handled simultaneously by being transformed into intuitionistic fuzzy numbers; the relative weights of QoS attributes are calculated objectively by the extended entropy measure method under intuitionistic fuzzy environment; and cloud services are evaluated by GRA-ELECTRE III integrated method under intuitionistic fuzzy environment. Experimental results show that the proposed approach has good stability and discrimination in dealing with heterogeneous data and can effectively avoid compensation between attributes.

The hesitant fuzzy linguistic term set is an effective tool to express qualitative evaluations since it is close to human reasoning and expressing habits. In this paper, we propose a multi-expert multi-criterion decision-making method integrating the double normalization-based multi-aggregation (DNMA) method with a cardinal consensus reaching process, where the assessments of alternatives over multiple criteria are expressed as hesitant fuzzy linguistic term sets. To do so, the DNMA method involving double normalizations and three aggregation tools is extended to deal with the hesitant fuzzy linguistic information and derive the ranking of alternatives with respect to each expert. In addition, a cardinal consensus reaching process is introduced to help experts reach an acceptable consensus level. In other words, the soft consensus is considered in the multi-expert multi-criterion decision-making process. Subsequently, an extended Borda rule is developed to aggregate the subordinate ranks and integrated scores of alternatives, and then deduce the comprehensive ranking of alternatives. A case study is given to illustrate the practicability of the proposed method for selecting the optimal geographical location of a larger-scale shopping mall in the new urbanization for a construction investment agency. The proposed method is compared with other ranking methods to illustrate its advantages.

Emergency decision-making has become as one of the hot issues in recent years. The aim of emergency decision-making is to reduce the casualties and property losses. All the processes of emergency decision-making are full of incompleteness and hesitation. The problem of emergency decision-making can be regarded as one of the multi-attribute decision-making (MADM) problems. In this manuscript, a new method to solve the problem of emergency decision-making named D-PLTS is proposed, based on D number theory and the probability linguistic term set (PLTS). The evaluation information given by experts is tidied to be the form of PLTS, which can be directly transferred to the form of the D number, no matter whether the information is complete or not. Furthermore, the integration property of D number theory is carried out to fuse the information. Besides, two examples are given to demonstrate the effectiveness of the proposed method. Compared with some existing methods, the D-PLTS is more straightforward and has less computational complexity. Allocation weights that are more reasonable is the future work for the D-PLTS method.
