Woodworking is among the most dangerous activities with manifold risks to occupational safety and health of operators. Most of these risks are associated with the design of woodworking equipment. In this regard, the identification of woodworking equipment hazards (WEHs) is essential for improving safety. However, collective the identification and assessment of WEHs is not yet attempted in the woodworking literature, especially in the context of a developing country whose woodworking sector is more exposed to these risks. To address this gap, this paper employs a double triangular fuzzy Delphi method (FDM) in conjunction with the fuzzy Best-Worst method (F-BWM). The FDM was employed to select relevant WEHs, which are collectively sourced from previous literature, while the F-BWM is used to rank the relevant WEHs. The findings of this paper show that the risks posed by lack of "kickback safeguards" are the most important, while the risks posed by inadequate "maintenance functions" are the least important. The proposed algorithmic framework of this paper can help managers, occupational safety and health professionals, and woodworking firms in developing countries like the Philippines to build the capability they need to address WEHs and, to some extent, improve safety practices in the woodworking industry.

ÖZTedarikçi seçimi bir satın alma departmanın en önemli işlevlerinden biridir. Ayrıca, sonuçları incelendiğinde şirketin teslimat ve kalite performansını etkilemesi nedeniyle şirketler için stratejik bir öneme de sahiptir. Tedarikçi seçimlerini doğru yapan işletmeler pek çok alanda tasarruf sağlayıp, pazarda rekabet avantajı da elde edebilirler. Ancak bu seçimin teoriden pratiğe aktarılması çoklu çelişen kriterler ve kesin olmayan parametrelerden dolayı oldukça karmaşık bir hale gelebilir. Tüm bu nedenlerden dolayı, yaygın olarak kullanılan çok kriterli karar verme araçlarından biri olan Analitik Hiyerarşi Problemi (AHP) ve İdeal Çözüme Yakınlığa Göre Tercih Sıralama Tekniği (TOPSIS) algoritmaları bu tarz tedarikçi seçimi problemleri için uygun bir yaklaşım olarak değerlendirilmektedir. Bu çalışmada, ülkemiz savunma sanayisi için kritik bir alt bileşen olan gövde parçası için en iyi tedarikçinin seçilmesi maksadıyla, seçilen kriterlere göre en iyi tedarikçi belirleyen bir AHP-TOPSIS melez yöntemi üzerinde durulmuş; kalite, maliyet, teslimat, makina parkuru, kalifiye işçilik ve teknik yeterlilik kriterleri doğrultusunda bir seçim yapılmaya çalışılmıştır.Anahtar Kelimeler: Savunma Sanayi, Tedarikçi Seçim Problemi, AHP, TOPSIS SUPPLIER SELECTION WITH MULTI CRITERIA DESICION MAKING METHODS FOR STRATEGIC PRODUCTS IN DEFENSE INDUSRTY ABSTRACTSupplier selection is one of the most important functions of a purchasing department. Also, when the results are examined, it also has a strategic precaution for companies as it affects delivery and quality performance of the company. Businesses that make the right choice of suppliers can save a lot of space and gain a competitive edge on the market. However, the transfer of this choice in theory to practice may become quite complicated due to multiple conflicting criteria and uncertain parameters. For all these reasons, Analytical Hierarchy Process (AHP) and Technique for Order Preference by Similarity to Ideal Solution (TOPSIS) algorithms, one of the widely used multi-criteria decision-making tools, are considered as a suitable approach for such supplier selection problems. In this study, we focus on the AHP-TOPSIS hybrid method, which determines the best supplier according to the selected criteria, in order to select the best supplier for the trunk component, which is a critical sub-component for the defense industry, and a selection has been made in line with the criteria of quality, cost, delivery, machine park, qualified workmanship and technical competence.

Supplier selection is an important decision-making link in bidding activity. When overall scores of several suppliers are similar, it is hard to obtain an accurate ranking of these suppliers. Applying the Diversity Factors Method (Diversity Factors Method, DFM) may lead to over correction of weights, which would degrade the capability of indexes to reflect the importance. A Limited Diversity Factors Method (Limited Diversity Factors Method, LDFM) based on entropy is presented in this paper in order to adjust the weights, in order to relieve the over correction in DFM and to improve the capability of identification of indexes in supplier selection. An example of salvage ship bidding demonstrates the advantages of the LDFM, in which the raking of overall scores of suppliers is more accurate.
