Freight transportation can impact the effectiveness of smart city development if it is not well planned. Commodities with international flows such as soy can cause traffic in urban areas where ports are installed, negatively influencing economic (e.g. delays and fines), social (e.g. population quality of life) and environmental (e.g. intensification of pollutant and greenhouse gases emissions) dimensions. Thus, this paper aims to apply a location-allocation mathematical model to determine the ideal location of logistics integration centers - LICs dedicated to soybean transportation. We believe that, by properly locating structures that allow intermodality, the use of road transport would decrease by replacing it with intermodal alternatives with less environmental impact, reducing road congestion in urban centers under port influence. In addition, the total costs of the network would be optimized, promoting positive economic impacts on the soybean logistics chains. Therefore, eight scenarios were established varying the model's input parameters (such as investment and minimum volume of soybean moved through a LIC). The model was implemented in the Mosel language using the Xpress IVE solver version 1.24.24. The costs of each scenario were investigated, and the benefits related to the currently configuration (with no LIC) were pointed out. In the end, it was observed that the applied model might support government strategic planning (including, here, the design of smart cities).

Goal:The study aims to consolidate papers published on the evaluation of investments in cargo transportation in Brazil with a focus on the sustainable perspective, taking into account not only economic but also social and environmental concepts. Design / Methodology / Approach: The method used is based on a keyword tree on scientific basis from november 2016 to february 2017 to identify models for evaluating new and existing infrastructure projects, highlighting the main variables adopted and the gaps of these models. Results: The aim of this study is to bring more transparency among different alternatives of road projects. Limitations of the investigation:The keyword tree methodology may not identify important studies in other languages or older. Practical implications: The study is helpful to policy-makers in their decisions to choose a road project for investment. Originality / Value: The originality of this study lies in the sustainable perspective for evaluating road transport.

Freight transportation in Brazil is heavily based on the road mode bringing heavy dependence of this mode to the country and some consequences such as high operating costs and high air emissions. For these reasons, it was considered the necessity of evaluating new investments made in this mode from a sustainable perspective, taking into account not only economic but also social and environmental concepts. Towards this purpose, the study develops an evaluation model of road transport infrastructure, the TIM, which will help decision making in situations of choice between different alternatives of road projects. The model includes ten variables that count from the initial investment in the road to air emissions of carbon dioxide. All are monetarized individually and then consolidated into a single equation. The result of applying the model is innovative when considering the three spheres of sustainability to evaluate future road transport projects and rank them.
