The Coastal Community Economic Empowerment is one of the programs meant to boost the economy of coastal communities. The program is beneficial in several ways, such as increasing capital and fulfilling the daily needs of households. This study aimed to 1) assess the rate of community participation and the related factors, 2) determine cooperative performance rate, and 3) formulate alternative strategies for developing economic empowerment for the coastal community. To achieve these goals, 61 respondents and 15 experts were selected from Coastal Community Development Cooperative and its customers. The analytical tools used include descriptive and correlation analysis, analysis of institutional performance, and analytical hierarchy process. The results showed that the overall participation of cooperative members was in the high category while their involvement in meetings was in the moderate category. Also, the participation of members in loan repayment and fulfilling their obligation were in the high category. Family income and business experience affect the participation of members. The institution's performance was very healthy, especially in the organization, management, and financial administration. Besides, the development strategy aimed to enhance the business, increase competitiveness, and improve the income of the coastal community. For this reason, the approach used includes optimizing the utilization of resources, provision of capital for cooperatives, and contributing income to the households. There were also alternative strategies, including business diversification, institutional strengthening, and improved access to capital. The priority strategy was the strengthening of the cooperative to increase competitiveness, while the success criteria involved the optimization of resource usage.

The number of village enterprises in Jambi Province until 2017 was only 320 of 1,551 villages. Need more village enterprises to be established in order to increase the economic independence of rural areas and their community. However, that is not easy since many existing village enterprises currently experience some difficulties. This study aims to analyze problems faced by village enterprises and programs prioritized to overcome the problems. The research conducted in three different locations that represent western part of Jambi, middle and eastern part of Jambi. Each of them had different core businesses, namely Dusun Dalam of Kerinci Regency (core business in processing of agricultural products), Lubuk Beringin of Bungo Regency (core business is tourism village), and Dataran Kempas of Tanjung Jabung Barat Regency (core business is the production of compost). Data collected by doing observation and focus group discussion and then analyzed by using Interpretative Structural Model (ISM). This study reveals that the main problems concerned with human resources even though they are expressed by stakeholders in each village enterprise with different narratives. Issues concerning capital also arise, but they are not in the top position of all problems faced. The programs they put in priorities are some training in area of leadership, accountancy, marketing, entrepreneurship and others that related to the development of human resources.

Sustainable livelihood is an activity that can help households in meeting their needs for survival. However, frequent flooding, increase in population growth each year, lack of facilities that support livelihoods such as education and health facilities, has made community’s livelihoods decline. Frequent flood results in reduced agricultural production. As a result, resources available at the research site become unbalanced. Therefore, this study aims to formulate a village development concept based on sustainable livelihood. This research was conducted in Surumana Village, Donggala Regency, Central Sulawesi Province by using primary and secondary data with a sample of 82 households. Likert scale was employed to measure one’s or group’s attitudes, opinions, and perceptions regarding social events or symptoms experienced. Besides, the Delphi method was also employed and used to gather opinions from experts through questionnaires with feedback mechanism while maintaining the anonymity of experts’ responses. The study result show that the maximum resource strength is found in social capital. Meanwhile, the vulnerability that affects resources in Surumana Village is flooding. In addition, the factors that support realization are institutions, education, health, transportation, reducing flooding, and increasing agricultural production.
