“…Successful employment outcomes for this population are positively correlated with variables such as vocational education coursework (Aspel, Bettis, Test & Wood, 1998;Bullis et al, 1994;Wagner, 1995), paid work experience in high school (Benz, Lindstrom, & Yovanoff, 2000;Lueking & Fabian, 2000), or social skills training (Maag & Katsiyannis, 1998). One factor that has been identifi ed as a critical variable leading to positive adult outcomes for youth with disabilities is selfdetermination (Agran, Blanchard, Wehmeyer, & Hughes, 2002;Thoma, Nathanson, Baker, & Tamura, 2002;Wehmeyer & Schwartz, 1997).…”

“…A number of efforts have been made in the past several years to investigate state and district implementation of the IDEA 1990 federal requirements for needed transition services (Aspel, Bettis, Test, & Wood, 1998;Baer, Simmons, & Flexer, 1996;Cameto, Marder, Wagner, & Cardoso, 2003;DeStefano, Heck, Hasazi, & Furney, 1999;Grigal, Test, Beattie, & Wood, 1997;Hasazi, Johnston, Liggett, & Schattman, 1994;Johnson et al, 1997;O'Leary, 2000). With reference to the IDEA 1997 transition requirements, the President's Commission on Excellence in Special Education found that transition services were not being implemented "to the fullest extent possible and that meaningful results do not happen" (U.S. Department of Education, 2002, p. 46).…”
