An Efficiency Comparison of Regional Employment Offices Operating under Different Exogenous Conditions

Abstract: Summary This paper investigates the technical efficiency differences of a sample of regional employment offices (REOs) across Swiss cantons. Regular job-search assistance, registration and matching of unemployed workers with job vacancies performed by employment offices are all important active labour market policies (ALMPs) which are often ignored in the literature evaluating the impact of active measures. The analysis is carried out by means of a stochastic production frontier model estimated on a … Show more

“…Even though different methods have been applied across PES in the different member states of the European Union, it seems that no PES as yet has put together an integrated and comprehensive system for assessing efficiency (Ejler and Sidelmann 2015). At the same time, due to the role of PES, the methodology and the results of evaluation studies (Heckman et al 1999;Ramirez and Vassilev 2007), which indicate that active labor market programs usually have an insufficient impact on the improvement of the professional situation of people covered by support and the chance of finding a job by the unemployed, it is even more important to develop a methodology measuring the efficiency. Looking at the problem of PES efficiency, it seems that a properly selected indicator of its measurement should be included in the assessment of the economic development of socio-economic systems.…”

“…Clinch and O'Neill (2009) highlighted the importance of space for the evaluation of employment policies with a high level of decentralisation, as in the Andalusian case. Ramírez and Vassiliev (2007), Elhorst (2003 and2008), Elhorst and Zeilstra (2007), and Longhi and Nijkamp (2007) study the labour market at a territorial level. Some papers find a link between the size and the regional location of municipalities (Sánchez et al, 2018, Caravaca et al, 2014; the results indicate that large urban areas have the best economic, business results and a more dynamic labour market.…”
