A devastating Ms8.0 earthquake struck Wenchuan on May 12, 2008, a historical county in Sichuan Province, southwest China, which affected more than half of China. This article makes a comparative study on the pre-earthquake prevention and post-earthquake reconstruction of 14 world-famous earthquakes in the last 100 years, generalizes the various problems in the process of recovery and reconstruction and analyzes the reasons for the enormous damage caused by these earthquakes. Through theoretical research and field investigation on post-Wenchuan earthquake recovery and reconstruction, the meta-synthesis pattern has been summarized and developed. Its ideological foundation is meta-synthesis methodology, concrete expression is Wuli-Shili-Renli three-dimensional approach, and practical realization using an integrated framework. Taking post-earthquake recovery and reconstruction as a complicated systematic project, from the vertical perspective, the whole process can be roughly divided into the phases of transitional recovery and comprehensive reconstruction. While from the horizontal perspective, each phase should have its own support systems. From an investigation of the systematic planning and comprehensive implementation, it can be concluded that post-Wenchuan earthquake recovery and reconstruction has made remarkable achievements over the past 3 years. Since disasters continue to threaten humanity around the world, especially climate-induced extreme weather events, other countries could formulate applicable integrated programs for post-disaster recovery and reconstruction, taking the Wenchuan experience as a reference.

Many people lose their homes around the world every year because of natural disasters, such as earthquakes, tsunamis, and hurricanes. In the aftermath of a natural disaster, the displaced people (DP) have to move to temporary housing (TH) and do not have the ability to choose the settlement dimensions, distributions, neighborhood, or other characteristics of their TH. Additionally, post-disaster settlement construction causes neighborhood changes, environmental degradation, and large-scale public expenditures. This paper presents a new model to support decision makers in choosing site locations for TH. The model is capable of determining the optimal site location based on the integration of economic, social, and environmental aspects into the whole life cycle of these houses. The integrated value model for sustainable assessment (MIVES), a multicriteria decision making (MCDM) model, is used to assess the sustainability of the aforementioned aspects, and MIVES includes the value function concept, which permits indicator homogenization by taking into account the satisfaction of the involved stakeholders.

Temporary housing must be developed to support the long-term residence needs of disaster victims. The present study assesses a temporary housing unit, the so-called Mobile Energy Shelter House (MeSH), incorporating the "Korean Dwelling Insulation Standard" in order to reduce energy usage for cooling and heating. To assess energy performance, the characteristics of the indoor thermal environment were measured during the winter and summer seasons. In summer, at maximum insolation, the outdoor temperature was 37.6 °C and the indoor temperature of the MeSH ranged from 18 to 24 °C when the cooling system was not used. Conversely, during winter, the average outdoor temperature was −11.3 °C and the indoor temperature ranged from 16.09 to 20.63 °C when a temperature-controlled floor-heating was installed. Furthermore, the Predicted Mean Vote (PMV) was adopted to determine whether the ISO 7730 comfort criterion (i.e., PMV range from −0.5 to +0.5) was achieved. Based on the calculations presented here, PMV in summer ranged from −1.21 to +1.07 and that in winter ranged from −0.08 to −0.85, suggesting that the thermal environment is not always comfortable for occupants in either summer or winter. Nevertheless, the ISO comfort criterion can be achieved through varying OPEN ACCESSEnergies 2015, 10 11140 air velocity in summer and changing clothing characteristics in winter. A comparison between yearly energy demand of existing characteristic temporary housing (Shelter House) and the MeSH modules used in this study was performed. The simulation results show a 60% difference in energy demand between MeSH and existing temporary housing shelter houses.
