The tourism mobile e-commerce service quality evaluation (TMESQE) is of great concern to enterprises for enriching the service content of the enterprise and improving its market competitiveness. The key issue arises tremendous vagueness and reciprocity for TMESQE. The Maclaurin symmetric mean (MSM), as a vital fusion approach, can capture the reciprocity between multiple given argument more effectually. Amount of weighted MSM (WMSM) has been presented for dealing various neutrosophic information integration issues because the arguments are hourly interoperable. However, these kinds of WMSM operators are out of the reducibility or idempotency. To handle two problems above, we introduce single-valued neutrosophic linguistic reducible WMSM (SVNLRWMSM) operator and single-valued neutrosophic linguistic reducible weighted dual MSM (SVNLRWDMSM) operator. In the meantime, the diverting properties and certain peculiar cases of developed operators are discussed. Whereafter, we explore two multi-criteria decision making (MCDM) algorithms based on SVNLRWMSM and SVNLRWDMSM for dealing the TMESQE issue, along with the sensitivity analysis of various values on final ordering. Conclusively, the comparison with some existing algorithms has been conducted for showing their availability.

When an emergency event occurs, it is critical to respond in the shortest possible time. Therefore, the rationality and effectiveness of emergency decisions are the key links in emergency management. In this paper, with aims to investigate the problem of emergency alternatives selection, in which a large number of experts from multiple groups consider the linguistic evaluations of emergency alternatives and prior orders of criteria, a novel emergency decision method is proposed. First, many experts from multiple subgroups are employed to evaluate the emergency alternatives associated with multiple criteria in the format of linguistic terms. Then, linguistic distribution evaluations for the emergency alternatives of the criteria associated with each subgroup are constructed. With respect to the linguistic distribution evaluations associated with the different subgroups, the linguistic distribution power average (LDPA) and linguistic distribution weighted power average (LDWPA) operators are developed so as to aggregate the subgroups’ evaluations. Next, based on the linguistic distribution multi-attributive border approximation area comparison (LD-MABAC) method, the distance matrix of the emergency alternatives is calculated. Furthermore, the prior weights of the criteria are determined based on the distance values. Finally, the ranking result of the emergency alternatives is derived. A practical example of emergency alternatives selection is adopted to illustrate the availability and practicability of the proposed method.

Undergraduate teaching audit and evaluation (UTAE) is a new type of evaluation pattern, which is extremely important for a university to improve its quality assurance system and enhance teaching quality. Selecting an optimal university for benchmarking through UTAE to promote the quality of teaching can be regarded as a complex multicriteria decision making (MCDM) problem. Furthermore, in the process of UTAE, experts' evaluations over the teaching quality of universities are often imprecise and fuzzy due to the subjective nature of human thinking. In this paper, we propose a new UTAE approach based on q-rung orthopair fuzzy sets and the multiattribute border approximation area comparison (MABAC) method for evaluating and selecting the best university for benchmarking. The introduced method deals with the linguistic assessments given by experts by using q-ROFSs, assigns the weights of audit elements based on the indifference threshold-based attribute ratio analysis method, and acquires the ranking of universities with an extended MABAC method. The feasibility and effectiveness of the proposed q-rung orthopair fuzzy MABAC method is demonstrated through a realistic UTAE example. Results show that the UTAE method being proposed is valid and practical for UTAE.
