The hemp (Cannabis sativa L.) industry has great potential growth due to its multifaceted characteristics, however, challenged by the imbalance between the rapid agricultural production growth and the inadequate market. Against the manifesting functional overlapping and homogeneous competition among regions and nations, multi-regional synergistic development strategies of the hemp industry are critical for a sustainable agricultural-industrial system. To propose development strategies and R&D priorities of the hemp agricultural system for multi-regional synergistic development of the hemp industry. A nationwide survey and a SWOT analysis were carried out within five major production provinces in China, which is one of the largest producers of hemp, including Yunnan, Heilongjiang, Shanxi, Inner Mongolia and Jilin. Legislation, distribution, yield and utilization status and their effect on the development of industrial hemp in China were discussed. The SWOT analysis suggested that the negative effects of weaknesses and threats are stronger than the positive effects of strengths and opportunities. The modern hemp industry is still in an early phase of development characterized by the emerging legislation, growing acreage, initial researches and a few applications that pertain to mainstream use in China. Therefore, strategy recommendations, including top-level design, participating in global competition, promoting innovation and enhancing public cooperation, were proposed. We provide strategies for enhancing the hemp agricultural-industrial system, thus enabling policy makers and researchers to master the priority of promoting economic corporation and agricultural science and technology innovation.

The situation of high energy consumption in construction industry is becoming increasingly severe, which hinders the sustainable development of world economy, society and environment. Building energy conservation reconstruction is urgent. The long-term and effective promote of buildings energy conservation reconstruction depends on the market development. However, its external characteristics and public goods attributes determine it is necessity of implementing incentives. The incentives of the buildings energy conservation reconstruction market development not limited in policy incentives, involving multiple influencing factors, which are interrelated and complex systems engineering. Therefore, it is necessary to integrate many factors into a coordinated dynamic system. This paper uses literature analysis method and expert interview method to identify the factors that affect incentives of buildings energy conservation reconstruction market development. In this study, the incentive structure frameworks of incentive elements, incentive operation, incentive efficiency and incentive environment were constructed by using the whole and part research idea. Based on principle of dynamic feedback analysis, Vensiem PLE was used to respectively analysis the four subsystem causality diagrams, the dynamic feedback relationship among the influencing factors in each incentive subsystem were clarified. The results demonstrate that incentive goal consistency, inspire all links, incentive system integrity and market maturity are the key factors affecting the incentive effect of the whole system. Finally, some optimization suggestions on incentive mechanism are put forward to promote the buildings energy conservation reconstruction market development.

Sustainability Assessment in Housing Building Organizations for the Design of Strategies against Climate Change

One of the biggest problems facing humanity is climate change and the construction industry is one of the sectors causing the greatest impact, therefore, design strategies accompanied by new methodologies is necessary. In this sense, this paper aims to assess sustainability for the design of organizational strategies against climate change, based on a holistic and systemic approach to sustainability development, in order to contribute the decision-making in housing building organizations. The assessment was based on: 1) climate change indicators were selected from a case study; 2) a survey based on climate change indicators was designed and applied to 21% of the total organizations under study and; 3) critical indicators were identified. The result shows that 58% of the climate change indicators are critical and give evidence of the negative outlook that housing building organizations has in in terms of sustainability. The 69% of these indicators belong to the cultural dimension, it demonstrates the lack of knowledge, customs, habits and commitment to implement sustainable strategies against climate change in this organizations. Finally, the results can contribute to designing strategies to promote sustainable building by the local government, and thus achieve more sustainable organizations that contribute to reducing their impact on climate change.
