One in four women report experiencing intimate partner violence. Yet, nearly 45% of Black women report experiencing this same crime. In addition, while Black women compose 14% of the U.S. population, they represent 31% of domestic violence fatalities and are three times more likely than White women to be killed by an intimate partner. This points to the continued need to better understand how the Black community perceives domestic violence and how their perception influences their help-seeking strategies. This paper reports on a project examining how Black communities perceive domestic violence, high-risk domestic violence, and how these perceptions impact their help-seeking strategies. The study was conducted between April 2020 and October 2020 with 128 participants that participated in focus groups in six geographically diverse U.S. cities including rural, urban, and suburban communities. The findings reaffirmed and presented new information about the perceptions of domestic violence, the impact of inadequate and negative systems’ responses, the lack of cultural responsiveness and poor police interactions, and the calculated decision-making that survivors in the Black community use to determine who to tell, how to tell, and where to go in use of adapted help-seeking strategies. Implications are provided as to how to address these issues.

African American women survivors of intimate partner violence are disproportionately murdered and help-seeking is a critical variable to examine as it relates to it. There is an urgent need to develop culturally salient interventions that center African American women’s ways of knowing. An initial step to doing so is identifying how they employ their sense of individual agency during help-seeking. This paper reflects findings from a study designed to do just that. We conducted 30 in-depth, semi-structured interviews with women who self-identified as African American. Constructivist grounded theory methodology was employed. Constructed agency emerged from the data. This nascent theory explicates four phases of African American women survivors’ help-seeking: resistance, persistence, rejection, and resignation. Constructed agency provides practitioners and researchers with a theoretical model to examine African American women’s nuanced help-seeking efforts when seeking informal supports and interventions from formal providers.

Objective: Black people compose 13% of the U.S. population but 23% of fatal police shootings (McLeod et al., 2020). Numerous studies have documented the negative mental health consequences experienced by communities of color due to negative experiences with law enforcement (Muchow & Amuedo-Dorantes, 2020; Smith et al., 2019). The goal of this special issue of the Psychology of Violence is to spotlight and encourage research that informs the development of effective policies and practices to reduce systemic violence and improve relationships between the police and the communities they serve. Method: This special issue includes 10 articles. These studies use a variety of methods including cross-sectional quantitative surveys (n = 4), qualitative focus groups and interviews (n = 4), experiments (n = 1), and critical reviews (n = 1). Results: Several themes emerge from these studies: (a) there are high levels of fear and mistrust between communities of color and law enforcement; (b) some exemplary police officers have developed strategies to de-escalate conflict and rebuild community trust; (c) White Americans who believe there is systemic racial injustice are more likely to be supportive of Black Lives Matter protests; and (d) police violence against Black communities is a global concern. Discussion: There is much still to be learned regarding the long-term impact of fear and mistrust of the police on communities of color and how to mitigate these impacts through trauma-informed interventions. Programs and policies are needed to address the historic roots of systemic racism in law enforcement. Conclusion: There are opportunities to address the historic and contemporary issues that impact police and community relations and address systemic violence in policing. These articles present a call to action to advance social justice in policing and address the long term trauma that exists in communities disproportionately impacted by police violence.
