Abstract:The experiences of cross-border cooperation (CBC), undertaken not only in Europe but throughout the world, have enabled areas to gain greater importance in recent decades at an international level, showing potential for integrative functions and joint development as exemplified by several CBC projects. The present paper assesses the impact of CBC projects by analyzing a protocol established in 2013 between the cities of Elvas and Badajoz, which induced the creation of the Eurocity Elvas-Badajoz. The paper kicks off with a critical review on territorial factors for success in CBC areas, considering the analysis of several case studies throughout Europe. The lessons learned, taken from the analyzed case studies, and the identified territorial success factors were used as assessment points for the investigation of the target study area, the Eurocity Elvas-Badajoz. The investigation explores public participation perceptions towards the identification of what changes with respect to standards of life with the CBC project, providing the current state of affairs and identifying where to place efforts in order to reach sustainable development for the region. While being a transition area, it presents several opportunities for growth. These opportunities have not yet been object of analysis and debate with respect to lasting, sustainable successful growth. The present research enables the identification of several territorial factors for success in the study area, such as the connectivity/movement between cities and strong political commitment. From the identified critical factors, it was possible to highlight the importance of public transportation as a priority for achieving success in this CBC project.

A growing body of evidence indicates that the environmental quality of residential neighbourhoods has an impact on their liveability. It can be a contributory factor to the prosperity and development of cities because it reflects the real-life experiences of residents and can also affect the attractiveness of a city for well-qualified workers. A liveable neighbourhood can help to improve the quality of life of residents, which is one of the determining factors in creating a socially sustainable urban environment. This research aimed to develop a practical method for assessing the liveability of a residential neighbourhood, tested in two contrasting countries, Iran and Estonia. We developed and tested a set of criteria based on the principles and attributes of liveability obtained from the literature and we used a Delphi survey of Iranian and Estonian urban planning and design experts to identify which of the candidate criteria were most appropriate to each country together with their priority weighting. The results showed that while many of the same criteria applied to both countries, the importance of them varied, in part reflecting environmental and social differences such as climate. The method has potential for use in the development of indicators of liveability as part of urban sustainability assessment.

-The aim of the paper is to present the methodology and results of some empirical research of the assessment of wellbeing at local level in context of regional development. To achieve the aim, such qualitative and quantitative methods of research as comparing, grouping, graphical analysis and focus group methods were be used. The main result and finding of the paper is the conclusion that in order to promote the regional development of the territory, the assessment of well-being at the level of administrative territory is needed. Based on this assessment, the policy can be developed in order to promote the regional development and social cohesion of the territory, as well as to have better communication between municipality and inhabitants.
