In this paper, Citespace was used to perform bibliometrics analysis of 3437 journal papers in the field of technology transfer research from 1985 to 2020 included in WOS and CNKI database. The results showed that the quantities of relevant literature on technology transfer in domestic universities has been developing gradually since 2005 and drives to maturity stage. From the perspective of research institutions, Tsinghua University has become an important institution in the field of technology transfer research in colleges and universities. Developed countries such as the United States, Britain, Germany and Italy are still the dominant subjects of technology transfer in colleges and universities, but China has surpassed Germany and Italy and become a major front for technology transfer research of universities. Future research emphasis of technology transfer of universities in China is still mainly about technology transfer performance，academic entrepreneurship, and patent. It is of great significance to promote the internationalization of technology transfer to give full play to the advantages of domestic first-class universities, actively conduct interdisciplinary studies and optimize the external environment of technology transfer.

PMU configuration in the actual process, due to economic factors, cannot configurate a sufficient number of PMUs to make the system completely observable; this paper studies an optimal PMU placement based on incomplete observation for the given number of PMUs in a grid. After getting configurations, if the solution is not unique, then the system probabilistic reliability index is used as a reference factor to determine the largest value of the probabilistic reliability PMU incremental optimization program, and the CLMCS flow calculation method is used to verify the correctness of selected programs and gives the results of various programs and the number of iterations. KEYWORDSincomplete observed, optimal placement, PMU, probabilistic reliability, self-consolidating concrete INTRODUCTIONAt present, the electrical power system is mostly established in the data acquisition and supervisory system (SCADA); in this system, measurements and data acquisition cycles are long. You cannot measure the real-time data in the power grid, and the data are not time-stamp, so that different locations cannot obtain the same time point information. However, based on the global positioning system (GPS, Global Positioning System), phasor measurement unit (PMU, Phasor Measurement Unit) emergence can resolve the data synchronization issues. The PMU uses GPS for the time signal to carry on the time-stamp for the data measured by each node in the electrical power system. It is because of this characteristic that makes the power system dynamic observation possible. The PMU device has high measurement accuracy, high speed, and the advantage of a short time interval of read data. It is precisely because of these advantages that it will be widely studied as soon as this device appears. Its biggest characteristic is that it uses a time-stamp function that can obtain the phase angle of the node. 1,2 Due to the PMU real-time characteristic and that it can directly measure the voltage phase angle value of the benefits, in the power system, the installation of PMU devices can not only monitor data of grid nodes in real time but also render the power flow calculation in the power system convenient. If in the power system, all nodes are installed a PMU device, then each node in the power system voltage phasor and current phasor can be measured directly and has very high precision, and the whole power system is called complete observation. However, the PMU is more expensive and cannot be installed in every node in the power grid.
