Energy cooperatives in Germany – an example of successful alternative economies?

Because of their democratic governance and value-driven approach cooperatives are often regarded as a prime example for alternative economies and contributing to (more) equitable economic development. Furthermore, they theoretically combine production and consumption and are often regionally-oriented. The recent boom of German renewable-energy cooperatives provides an interesting example of how cooperatives can also make an important contribution to sustainable development, here the German energy transition, and its social acceptance. The paper will first show how a specific regulatory environment supported this development and then analyse how German energy cooperatives cope with legal changes leading to less favourable institutional conditions. Based on a comprehensive survey, we examine whether they can, apart from their legal form, be regarded as alternative economies. Our analysis is guided by a set of criteria derived from Gibson-Graham's diverse-economies framework, including voluntary and paid work, (origin of) borrowed capital, size and structure of membership, business goals and strategies, especially after the legal changes, as well as regional orientation. We will show how different categories of German energy cooperatives differ with regard to their business models, alternative-economy characteristics and coping strategies. The future development of energy cooperatives in Germany will very likely be as diverse as their recent history, thus illustrating the diversity of alternative-economy organisations as stipulated by Gibson-Graham. Most of them, however, deal with the new regulatory environment pro-actively and are developing business models, which are independent from public support and might lead to new cooperative strategies at the shifting interfaces between state, market and civil society.

The importance of questions of justice in the energy transition, especially the dimensions of procedural justice (fair participation in planning and decisionmaking processes) and distributive justice (fair distribution of costs and bene ts) is recognized by various authors [57,69,74,97,104,151]. We argue that the chance of gaining societal sponsorship of wind energy projects is higher if distributive and procedural justice are present in the planning and implementation process of the project.…”

Background: In order to achieve climate targets, a transition to low-carbon energy production is necessary. However, conflicts between different interests, values and priorities, particularly at the community level, can constrain this transition. This paper aims to analyze lines of conflict and opportunities for building bridges between conflicting interests in the expansion of wind energy in Germany at the local level, in order to achieve successful implementation of wind energy projects.Results: Our analysis of four cases of local-level wind energy projects in Germany shows that limited local options for action reinforce the need for local actors to maximize the benefits of energy transition projects. In addition to the conflict over scarce space, the lines of conflict at the local level run primarily along the dimensions of costs and benefits, winners and losers. Real or perceived procedural and distributive injustices have the potential to fuel resistance to wind energy projects in the selected cases. Wind energy projects were successfully implemented in the four selected cases despite the presence of local opposition.Conclusions: The results show that, by integrating procedural and distributive justice and offering tailored solutions, community support for expansion of renewable energy projects can be enhanced. Further, the paper advances the concept of societal sponsorship, which is the willingness of members of a community to bear, or tolerate, decisions despite conflicting opinions. This concept is presented as an alternative to the concept of acceptance, which implies a positive, supportive attitude, and that protest should be avoided or overcome instead of recognized as a contribution to the debate. Societal sponsorship can be enhanced when procedural and distributive justice are adequately addressed.

The allocation of renewable energy plants, especially wind turbines, is stagnating in Germany. Although the citizens approve of the energy transition, they resist concrete local projects. In recent years, research has shown that interactive map applications support participatory planning through motivation, social interaction, and knowledge transfer. We aim to reduce biases against renewable energy (RE) and support informed decision making while accepting local responsibility. We hypothesized that finding a new gamified participation format, based on behavioral mechanisms, would strengthen the empowerment of people. To this end, we designed a dialogue tool and participation format, ’Vision:En 2040’, which combines: (i) a precise target electricity yield, (ii) an interactive map showing results of people’s actions, information about environmental impacts, and (iii) game rules which foster cooperation. In facilitated workshops, participants simulate the allocation of wind and photovoltaic power plants in their municipality to achieve a target electricity yield. The developed tool is based on methods of environmental planning and geoinformatics. ’Vision:En 2040’ was systematically tested with a technical test and a pre-test. In addition, its impact on participants was assessed through surveys and qualitative content analysis. The evaluation results show that the tool can influence the acceptance of the energy transition in terms of attitude. Through ’Vision:En 2040’, participants became aware of the community’s responsibility in the energy transition and expanded their knowledge. In addition, decision makers used the workshop results to plan RE sites. Our results indicate that ’Vision:En 2040’ is helpful for informal citizen participation in accelerating the energy transition.
