Multiple criteria decision-making (MCDM) is considered as a complex decisionmaking (DM) tool involving both quantitative and qualitative factors. In recent years, several MCDM techniques and approaches have been suggested to choosing the optimal probable options. The purpose of this article is to systematically review the applications and methodologies of the MCDM techniques and approaches. This study reviewed a total of 393 articles published from 2000 to 2014 in more than 120 peer reviewed journals (extracted from Web of Science). According to experts' opinion, these articles were grouped into 15 fields. Furthermore, these articles were categorised based on authors, publication date, name of journals, methods, tools, and type of research (MCDM utilising research, MCDM developing research, and MCDM proposing research). The results of this study indicated that in 2013 scholars have published articles more than in other years. In addition, the analytic hierarchy process (AHP) method in the individual tools and hybrid MCDM in the integrated methods were ranked as the first and second methods in use. Additionally, the European Journal of Operational Research as the first journal with 70 publications was the significant journal in this study. Finally, energy, environment and sustainability were ranked as the first areas that have applied MCDM techniques and approaches.

This paper presents an approach for rapid assessment of sustainability for Mainland China based on a multilayer index system. Efficient assessment is conducted with the basic mapping units at county and city levels. After evaluating a comprehensive sustainable development index, SDI, for each unit, five rankings of sustainability are determined, and a zonation map produced. Regional characteristics and differences are interpreted through macro-analysis of the spatial variation in SDI. A sensitivity analysis is performed by which the weights of the sub-indices are altered by +/-20%, and SDI re-evaluated; the resulting grades remain the same, thus confirming the robustness of the technique. Moreover, the accuracy of the proposed approach is indirectly validated by comparison with assessment results from an alternative systems analysis method. It is found that major conurbations such as Beijing have relatively high levels of sustainability, whereas provinces in central and western China require investment to improve their sustainability.

Value Engineering can reduce costs and enhance the value of projects. Currently, the acceptance rate of Value Engineering Study (VES) recommendations and total potential savings are considered the principal performance indicators of a VES. In reality the success of a VES depends on numerous interrelated factors not easy for a VES team to control. However, a study team can ensure the success of a VES by fully implementing a VES job plan. Thus, realizing a job plan is a principal contribution toward insuring the success of the VES. This study presents a novel model that is able to evaluate the performance of a VES for a construction project. Two questionnaires, distributed to VE experts, were used to collect data needed for this research. Factor analysis, AHP, and SWAM were applied to build the VES performance evaluation model which consists of six evaluation groups and thirty-two evaluation items. A real-life VES for a construction project was then analyzed using the proposed model to demonstrate its usefulness in performance assessment. Defects of the VES were identified and suggestions were provided for the particular VES. The proposed model can be used by VES teams for self-diagnosis, improvement, and motivation in achieving enhanced performance.
