Ahmadiyya is a Muslim minority with distinctive teachings contradictory to mainstream Islam that has been entrenched in Indonesia since the Dutch colonial era. After independence, the sect enjoyed the freedom of religion and belief under the law's guarantee and the state's power during the reign of the first two presidents (1945-1998). However, the power of orthodox Muslims strengthened during the Reformation Order, and in 2005, a fatwa regarding the heresy of the Ahmadiyya was issued by the Indonesian Ulema Council (MUI). This was followed by the Joint Decree of the Three High State Institutions, which limited the movement of the Indonesian Ahmadiyya Congregation (JAI). Regional regulations emerged, followed by a violent crusade against this sect. Consequently, this research examined the communication model used by the Ahmadiyya Muslim minority to preach post-persecution. The qualitative methods employed for data collection were observation, interviews, and documentation, which intensively occurred in October-December 2019 and August 2022. The respondents were six JAI central/branch managers and three missionaries. The research results show that the Ahmadiyya teachings naming Mirza Ghulam Ahmad (MGA) as a prophet are the trigger for persecution. Although orthodox Muslims allow the unhindered performance of activities, providing Ahmadiyya is labeled a religion and not a part of Islam, JAI refused because it believes MGA is the non-shari'at Prophet. After the persecution, JAI proposed four models of dakwah communication that internally strengthen Ahmadi beliefs and invite sympathy and new converts. Konflik Ahmadiyah di Kabupaten Sintang berawal dari pemerintah wilayah menutup kegiatan operasional masjid Miftahul Huda, yang membuat kontroversi di media sosial, hingga terjadi perusakan masjid pada 3 September 2021. Dalam peristiwa tersebut, beberapa kelompok menyatakan adanya peran pemerintah wilayah yang membuat eskalasi konflik meningkat, beberapa lain melihat pemerintah hanya abai. Maka darinya, penelitian ini bertujuan untuk mengkaji pembingkaian Tempo dan Republika edisi Agustus-September 2021, ketika meliput kompleksitas konflik Ahmadiyah Sintang. Berdasar pada paradigma konstruktivistik, penelitian ini menggunakan pendekatan kualitatif dengan analisis Framing Robert N. Entman, yang memfokuskan kajian pada seleksi dan penonjolan isu. Hasil penelitian menunjukan Tempo cenderung menarik pada sisi humanisme, pemerintah wilayah dibingkai sebagai pihak pemicu konflik. Sedangkan Republika cenderung menarik kasus pada penyelesaian damai, Pemerintah Sintang dibingkai sebagai pihak yang kurang maksimal mencegah konflik. Dalam perspektif konstruksi sosial atas realitas, adanya pandangan berbeda dari kedua media memperlihatkan bahwa berita bukan suatu yang rill, tetapi dikonstruksi sedemikian rupa.

Problems with the decline of Muslims have made the Ahmadiyah sect aware of the need to reform Islamic sharia. The purpose of the study was to reveal the problem of Islamic sharia reform in the Ahmadiyah sect. This study used scientific theory of Jurgen Habermas and content analysis techniques. This study indicated that the Ahmadiyah sect has difficulty in reforming Islamic sharia because it sought to develop Islamic religious sciences that can be embraced and used by majority of Muslims in Indonesia, but used the textual ijtihād paradigm. Even though, in the paradigm of social life (ḥifẓ al-nafs), the Ahmadiyah sect has succeeded in eliminating Muslims from setbacks and backwardness and building a life of peace and harmony in the social life diversity in Indonesia, but in the paradigm of religious life (ḥifẓ al-dīn), the Ahmadiyah sect was still a matter of contention in the Islamic world and Indonesia.Contribution: This study proposed that the Islamic sharia reform of the Ahmadiyah sect should be based on the critical ijtihād paradigm that attempted to explain and view the Islamic sharia norms in a discursive manner and could be accepted by all those who want to use them whilst also depending on the principles of Islamic sharia.
