About the FTA Highlights seriesThis publication is part of a series that highlights the main findings, results and achievements of the CGIAR Research Program on Forests, Trees and Agroforestry (FTA), from 2011 to 2021 (see full list of chapters on the last page).FTA, the world's largest research for development partnership on forests, trees and agroforestry, started in 2011. FTA gathers partners that work across a range of projects and initiatives, organized around a set of operational priorities. Such research was funded by multiple sources: CGIAR funders through program-level funding, and funders of bilateral projects attached to the programme, undertaken by one or several of its partners. Overall this represented an effort of about 850 million USD over a decade.The ambition of this series is, on each topic, to show the actual contributions of FTA to research and development challenges and solutions over a decade. It features the work undertaken as part of the FTA program, by the strategic partners of FTA (CIFOR-ICRAF, The Alliance of Bioversity and CIAT, CATIE, CIRAD, Tropenbos and INBAR) and/or with other international and national partners. Jurisdictional approaches have become popular in international forums as promising strategies to reduce greenhouse gas emissions caused by deforestation and to guarantee sustainable commodity supply. Yet, despite their growing popularity, up to now, there is little consensus on how such approaches should move forward in specific jurisdictions. In this paper we examine two contrasting municipal-level case studies in the eastern Amazonian state of Pará where jurisdiction-wide efforts are underway to reduce deforestation. By developing detailed forest governance intervention timelines since 2005, conducting semi-structured interviews with key informants, analyzing municipal deforestation trends, plus extensive examination of project reports, governmental documents and other secondary sources, this paper performs two main analyses. First, it characterizes the processes in each municipality by linking context and forest governance intervention timelines to deforestation trends. Second it provides a systematic comparison of processes based on (1) the role of the government, (2) multi-stakeholder participation and inclusiveness, (3) adaptive management, (4) horizontal and vertical coordination, and (5) alignment of public and private (supply-chain) initiatives. In so doing, this article answers some of the imperative questions on how to implement and improve jurisdictional approaches aimed at halting deforestation in the tropics.

A crescente incorporação dos processos biofísicos pelo mercado verificado a partir do final dos anos 1980, em especial aqueles relacionados aos avanços das fronteiras agrícolas, foi interpretado por alguns autores em termos de "neoliberalização da natureza". Tal perspectiva foi bastante fértil nos estudos críticos das questões ambientais contemporâneas, mas foi colocada à prova ao sofrer sérias objeções desferidas a partir de diversos ângulos. Algumas dessas objeções questionam os fundamentos teóricos da tese da neoliberalização da natureza e apontam para um certo afrouxamento conceitual frente a diversidade das definições dos conceitos adotados. Outro tipo de objeção se volta para o seu limitado potencial de análise empírica, na medida em que, de tão amplo, não auxilia na compreensão de um conjunto de processos inevitavelmente incompletos e parciais. A presente contribuição propõe um balanço dos debates teóricos e empíricos sobre a neoliberalização da natureza passando por seus principais autores e tomando por referência pesquisas empíricas que temos realizado sobre o agronegócio no Brasil. Discutiremos em que medida os seus limites se devem às inconsistências apontadas pelos seus críticos ou, ao invés (e além) disso, à falta de precauções na mobilização de uma abordagem que merece, apesar de tudo, atenção e interesse.
