Irish enterprise digitalisation: A cross-country exploration

This research provides a cross-country perspective on the rate of digitalisation of Irish enterprises. We explore differences across countries, sectors and firm size categories by deploying data on both the usage of digitalisation technologies (stock of digital activities) as well as investment in new digital activities (flow). We draw on two main datasets: a) the Eurostat ICT usage in enterprises survey; and b) the European Investment Bank Investment Survey. We find that Ireland performs relatively well in terms of e-commerce and some more advanced technologies. However particular sectors and firm size groups (such as construction and smaller firms) display low levels of digitalisation. This supports the continued deployment of a sector-specific targeted policy approach that can cater for heterogeneous challenges faced by different firms. We find some evidence of correlations between enabling factors like employment skill levels and the cost of finance and the level of investment in digitalisation.

The objective of this article is to investigate obstacles that hinder the assessment of return on investment (ROI) for academic staff development initiatives in public universities in South Africa. The primary objective of this study is to address the following research inquiry: What are the obstacles hindering the assessment of return on investment (ROI) for training and development interventions offered to academics within the higher education landscape of South Africa? The study employed a qualitative research methodology, which was based on an interpretive philosophical standpoint. The researchers employed purposive sampling to carefully select a total of fourteen participants who were selected to represent a range of cases or institutions. These included six universities and government institutions, namely the Department of Higher Education and Training (DHET), the Department of Science and Innovation (DSI), and the Education, Training, and Development Practices Sector Education and Training Authority (ETDPSETA). The interview data was subjected to thematic analysis using ATLAS.ti. The factors that hinder the measurement of ROI include the intricacy of the process, insufficient capacity, time lag between training and improved performance, lack of motivation, financial limitations, absence of processes, fragmentation of training and development interventions, interventions producing non-financial advantages, and insufficient data. The study enhanced the existing information on human resource development and practice by identifying the obstacles to measuring return on investment (ROI). Additionally, it offered practical advice and suggestions for future research.

PurposeThe authors illustrate that there are significant differences in the wage performance across companies in relation to the digital content of their production and training activities.Design/methodology/approachUsing company-level data from three waves of the Continuing Vocational Training Survey (2005, 2010 and 2015), this paper provides an overview on European firms implementing training and the magnitude of their training effort.FindingsThe authors conduct a regression analysis documenting that a wage premium of 9% is associated with companies undertaking training and that an additional 8% is paid by firms arranging training for IT skills-intensive workers. The latter effect is pervasive across sectors and is not strictly related to industry exposure to the digital transformation.Originality/valueThe authors assess the wage effect of training, in relation to the digital content of firm production or job tasks, using a large set of European companies (112,000), from countries with different degree of specialisation and institutional setting. The analysis covers a significant period of time of the last wave of digitalisation (2005, 2010, 2015).
