The article aims to define the sectoral legal tools that can be incorporated into the legislations of the countries of the world for the development of gender policies in social and labor relations. The research methodology included methods of general and special scientific character, which aim to ensure the unity of approaches. Attention has been paid to the justification of subjective differentiation of working conditions in the acts of the International Labor Organization. Legal conditions for the introduction of gender equality in legal systems were proposed in order to ensure the social and economic development of society. It is concluded that international standards of social and labor relations make it possible to implement gender equality policy in various variable models. Finally, among the special sectoral tools for solving gender problems, it is worth applying: subjective and social differentiation of working conditions; gender-neutral legislation; local acts as a method of raising the level of moral and ethical standards in professional groups, and; gender quotas and gender parity with differentiation in various spheres of economic activity.

Objective: The research aims to establish patterns in the implementation of gender policy in the EU and Ukraine. Theoretical framework: In recent decades, the problems of sustainable development caused by economic progress have intensified interest in gender policy. At the same time, the gender policy of some countries is far from ensuring equality between men and women. The lack of gender equality between men and women creates risks of lower quality and efficiency in the implementation of relevant management decisions. Therefore, the problem of formulating and implementing gender policy in the current environment is relevant and needs to be addressed. It is necessary to balance the interests of men and women and establish partnerships between them. To do this, it is necessary to improve the mechanisms for the formation and implementation of the relevant state gender policy, to accentuate gender parity, and to ensure equality of men and women in all spheres of public life. Method: Comparative Analysis; Survey; Systematization, Generalization. Results and conclusion: The survey found that 92% of women and 90% of men believe that women and men have equal rights. At the same time, 94.4% of women and 67.8% of men believe that there have been cases of gender discrimination. It has been revealed that 97.8% of women and 97.5% of men believe that women can be successful leaders of local communities, businesses, and political leaders. At the same time, 75.9% of women and 57.2% of men believe that the distribution of household responsibilities between men and women should be equal. It has been established that 14.1% of women and 18.2% of men have used gender stereotypes against others. According to the Global Gender Gap Report, the global gender gap was closed by 68.1% in 2022. At this rate of progress, it will take 132 years to achieve full parity, which is a slight four-year improvement over the 2021 estimate (136 years to parity). It was established that, based on a comparison of the results of 2022 with the results of 2021, the overall gender parity rate increased from 67.9% to 68.1%. It was discovered that Ukraine 2022 ranked 81st among 146 countries with a loss of 7 positions compared to the 2021 ranking. It is also worth noting that according to the health and survival sub-index, Ukraine ranked 37th, the educational attainment sub-index - 53rd, the economic participation and opportunity sub-index - 62nd, and the political empowerment sub-index - 100th.

The steady increase in the number of administrative offences committed on the basis of gender, the victims of which are the most vulnerable strata of citizens, which demonstrated the lack of effective state activity in preventing and counteracting gender-based violence, prompted an analysis of the specifics of administrative and legal regulation of gender policy in police activity and the development of ways to improve it. The purpose of the study is to provide scientifically substantiated conclusions on optimising the administrative and legal regulation of gender policy in police activities. The methodology of this paper consists of a complete and coordinated system of general philosophical (dialectical, analysis, and synthesis) and special methods (historical and legal, logical and semantic, special legal, formal logical, hermeneutical, comparative and legal, modelling, and forecasting) this allowed properly analysing the subject of the study, the data of a survey of employees of the National Police of Ukraine to determine regulatory mechanisms for ensuring equality based on gender, the specifics of administrative and legal regulation of the gender policy of the police in this area of legal relations. The study defines the essence of administrative and legal regulation of gender policy in police activities. It is noted that it is the norms of administrative law that determine the powers of the police officer and other subjects of gender policy implementation, while ensuring the proper behaviour of subjects of influence by administrative coercion measures. It is determined that the object of administrative and legal relations should be considered the behaviour of participants in legal relations that are regulated and implemented through the provisions of administrative law. An integrated approach to the issue of administrative and legal regulation of gender policy in police activities is noted, which is not limited to the legislative consolidation of mutual rights and obligations, but is also implemented by studying and addressing the specific needs of both sexes, the active role of the National Police of Ukraine in this process.
