Chaff as a radar countermeasure is modeled for the scattering of both monochromatic waves and transient waves in the ground based system. The bistatic radar cross section and the time response are evaluated for an arbitrary transmit-receive polarization state, and chaff scatterers with spherically random orientation and with predominantly horizontal orientation are considered.
