Unlike workplace accidents, occupational diseases are often underestimated and underreported since their effects appear gradually over time. They are even on the increase in the province of Quebec (Canada), especially in small and medium-sized enterprises (SMEs), where they are less likely to receive medical attention. The aim of this four-stage study is therefore to describe how prevention of occupational disease is practiced in this type of business and identify a way forward to improve the protection of worker health and well-being in Quebec. The present article focuses on the first two stages, namely reviewing the literature to catalog the elements of prevention and identifying the most relevant elements. Stages 3 and 4, in which gathered field data on the application of these elements and analyzed their relative effectiveness using descriptive statistics, are reported in Part 2 [1]. Despite the limitations of this research method, we portray in detail the elements that appear to have the most influence on occupational disease prevention in small to medium-sized manufacturing enterprises, and thus identify the strengths and weaknesses of occupational health and safety performance in this setting.

This article examines the regulation of production line speeds in Canadian meat and poultry processing facilities to better understand their impact on worker safety and animal welfare. The article begins with an overview of the regulatory framework that sets line speed conditions in federally licenced facilities. It notes how recent shifts in food safety governance facilitate increased speeds that endanger workers and animals on the kill floor. First, it highlights tensions between regulatory objectives in the Safe Food for Canadians Regulations that focus on food safety targets and humane handling guidelines respectively. It then turns to the occupational health and safety risks associated with working at meat and poultry processing facilities. Particular emphasis is placed on the way that COVID-19 outbreaks in Canadian slaughterhouses drew attention to this grueling work that had previously been ignored. The article concludes by noting that the pandemic has created a unique policy window to slow down production speeds; a policy window that should be seized.

Cet article présente une analyse et une discussion des enjeux humains et politiques des nouveaux visages de la précarisation du travail au Québec et au Canada. Entre, d’un côté, l’augmentation du chômage et de la précarisation du travail et, de l’autre, la pénurie de la main-d’œuvre et les stratégies de recrutement, se cachent deux faces de la même pièce, régie par des pouvoirs publics qui n’arrivent pas à prendre en compte la question de la centralité du travail et des enjeux du travail « indésirable ». Ces enjeux du travail ne sont pas sans conséquence sur les processus d’insertion, d’intégration et de maintien en emploi des travailleuses et travailleurs. Ces réalités sont d’autant plus importantes à considérer face aux nouvelles réalités des marchés et des transformations du travail générées à la suite de la pandémie de la C ovid -19.
