National Flood Interoperability Experiment (NFIE) derived technologies and workflows will offer the ability to rapidly forecast flood damages. Address Points used by emergency management personnel approximate the locations of buildings, and they are a common operating picture for emergency responders. Most United States (U.S.) county tax assessment offices throughout the contiguous U.S. (CONUS) produce georeferenced cadastral data. To varying degrees, these parcel data describe building characteristics of structures within the parcel. Address Point data with cadastral data offers the ability to rapidly develop building inventories for flood damage estimation. Flood damage forecasts can expedite recovery and improve short-term flood resilience. In this work the authors evaluate Flood Damage Wizard, a proposed open source platform independent methodology. Flood Damage Wizard uses point shapefile building information to estimate flood damage to buildings by finding the appropriate depth-damage function using fuzzy-text matching. The authors apply Flood Damage Wizard using Address Point and parcel datasets to demonstrate a method of estimating flood damage to buildings nearly anywhere within the CONUS. Results indicate using Address Point and cadastral datasets can generate total flood damage estimates approximate to those estimated using existing software solutions Hazus-MH and HEC-FIA with minimal manual processing of input data.(KEY TERMS: risk assessment; planning; flooding; geospatial analysis; damage assessment; open source software; rapid damage assessment.)

ABSTRACT:Flooding is considered to be one of the most destructive among many natural disasters such that understanding floods and assessing the risks associated to it are becoming more important nowadays. In the Philippines, Remote Sensing (RS) and Geographic Information System (GIS) are two main technologies used in the nationwide modelling and mapping of flood hazards. Although the currently available high resolution flood hazard maps have become very valuable, their use for flood preparedness and mitigation can be maximized by enhancing the layers of information these maps portrays. In this paper, we present an approach based on RS, GIS and two-dimensional (2D) flood modelling to generate new flood layers (in addition to the usual flood depths and hazard layers) that are also very useful in flood disaster management such as flood arrival times, flood velocities, flood duration, flood recession times, and the percentage within a given flood event period a particular location is inundated. The availability of these new layers of flood information are crucial for better decision making before, during, and after occurrence of a flood disaster. The generation of these new flood characteristic layers is illustrated using the Cabadbaran River Basin in Mindanao, Philippines as case study area. It is envisioned that these detailed maps can be considered as additional inputs in flood disaster risk reduction and management in the Philippines.

Hydraulic river models are applied for various purposes such as safety against flooding, navigation or ecological rehabilitation. Much effort has been put into the development of sophisticated numerical model systems. These numerical models are based on a deterministic approach and the results are presented in terms of measurable quantities (water depths, flow velocities, etc.). However, the modelling of river processes involves numerous uncertainties associated both to the numerical structure of the model, to the knowledge of the physical parameters which force the system and to the randomness inherent to the natural phenomena. As a consequence, dealing with uncertainties can be a difficult task for both practitioners [1] and new guidance [2].
