Active System Management Approach for Flexibility Services to the Greek Transmission and Distribution System

Abstract: New methods for state estimation are required due to the complexity of the topology of transmission and distribution systems, and the predictability in the management of prosumer dispatch. This paper describes a pilot project in Greece that, in accordance with OneNet’s architecture, addresses the challenges of congestion and balancing management that system operators face due to the high penetration of renewable energy sources. The respective data requirements and the IT/OT environment are described, as well a… Show more

“…Consequently, numerous smart grid projects prematurely fail [89]. Some authors, such as [11,90], mentioned that the new business models should compensate storage system owners based on the imbalances they can cover, either individually or aggregated, as well as the eventually accelerated aging caused by supporting the grid. For instance, the results in [90] showed a return on investment between 9.5 and 19.1 years when BESSs are deployed to provide frequency balancing in the Italian wholesale market, which might not be attractive to investors, as the expected life of a BESS is between 5 and 15 years.…”

“…A business case is needed to evaluate the feasibility of microgrids, as the conditions are different among countries or even cities within the same country. In [11], key performance indicators were proposed to validate the feasibility of deploying a smart grid in Greece under the context of the One Network for Europe (OneNet) project. Although the smart grids studied by [10] presented encouraging results, extrapolating them to different scales is not straightforward.…”

“…This work can be seen as a continuation of [34,35] and an overview of the key initiatives that went into creating and implementing the F-platform in Greece [1]. The F-channel platform is examined in-depth in this paper, as it was initially presented in [34,35].…”

“…This work can be seen as a continuation of [34,35] and an overview of the key initiatives that went into creating and implementing the F-platform in Greece [1]. The F-channel platform is examined in-depth in this paper, as it was initially presented in [34,35]. In order to remove any uncertainty from the conversation, the details mentioned in this work concentrate on the tasks that have recently been accomplished and implemented into the solution.…”

“…The efficient exploitation of the flexibility provided by DERs requires a close coordination between DSOs and Transmission System Operators (TSOs) [4], [5], [6], and well-functioning flexibility markets to properly remunerate the participating DER owners [7], [8], [9]. Several European research and innovation projects have dealt with the practical applications of TSOs, DSOs, and end-customers coordination to efficiently utilize flexibility services and support power system operation [10], [11].…”
