Accounts of vulnerability within positive human rights obligations

Abstract: Accounts of human beings as vulnerable have provided powerful reposts to liberal individualism in recent decades. Concurrently, the European Court of Human Rights’ jurisprudence on Convention states’ positive obligations often obliges public authorities to address particular vulnerabilities.
