“…Building on research arguing that municipalities cooperate within metropolitan areas to provide greater and more efficient public services (Cernuschi and Platz ; De Mello ; Feiock ; Miller and Cox ; Ostrom, Tiebout, and Warren ) and that larger loan packages provide greater economies of scale (Canuto and Liu ; Freire and Petersen ), we hypothesize that metropolitan areas should assume greater debt loads but also use more efficient debt instruments like commercial bank loans and bond emissions to this end.
