A Volunteered Geographic Information Framework to Enable Bottom-Up Disaster Management Platforms

Abstract: Recent disasters, such as the 2010 Haiti earthquake, have drawn attention to the potential role of citizens as active information producers. By using location-aware devices such as smartphones to collect geographic information in the form of geo-tagged text, photos, or videos, and sharing this information through online social media, such as Twitter, citizens create Volunteered Geographic Information (VGI). To effectively use this information for disaster management, we developed a VGI framework for the discov… Show more

“…The success of crowdsourcing geo-spatial information in disaster management [37], identifying land use patterns [38], road map production [39,40], among others, has led to exploration on how crowdsourcing can be applied to land administration. In an attempt to improve upon traditional land administration processes, initial studies into crowdsourced land administration looked at an approach of citizens directly capturing, maintaining, and disseminating information on land rights [41,42].…”

“…The new role of VGI in disaster response has been portrayed in studies looking for a bottom-up approach to data sharing in opposition to the traditional top-down method. In this context, VGI and open standards are commonly linked to data sharing (Poorazizi, Hunter, & Steiniger, 2015).…”
