Activation as a social policy that facilitates transitions into the labor market continues to influence modern welfare states until today. Taking the case of Germany, we study the relationship between embeddedness of benefit recipients in activating labor market institutions and individual labor supply. Using panel data, we estimate the effects of transitions between key institutional states with different degrees of activation on reservation wages. We show that reservation wages are sensitive to activation: The transition from gainful employment into unemployment benefit receipt leads to an average 3.2 percent decrease in reservation wages. The transition from gainful employment into welfare benefit receipt - an institutional state with far more rigorous activation - leads to a stronger decrease of 4.9 percent. Mediation analyses show that the income associated with different institutional states is the predominant mechanism that drives the effect on reservation wages. However, subjective social status also partly mediates the effect.

Compared to the rest of Canada, Quebec has an ambitious and redistributive social model, which includes an elaborate set of Active Labour Market Policies (ALMP), with higher expenditures as a percentage of GDP, an encompassing coverage, and collaborative, multipartite governance arrangements. Since the 2008 recession, however, most OECD countries have implemented retrenchment measures, market enforcement, and individual action plans to their ALMP. Using provincial, federal, and OECD data and reports, this article maps the recent evolution of Quebec's ALMP in light of these trends. Quebec's model appears largely resilient, despite declining expenditures and modest concessions to conditionality in social assistance. Sommaire : Comparativement au reste du Canada, le Québec est doté d'un modèle social de redistribution ambitieux, qui comprend un ensemble détaillé de politiques actives du marché du travail (PAMT), offrant des dépenses accrues en pourcentage du PIB, une couverture généreuse, et des accords de gouvernance en partenariat multipartites. Depuis la récession économique de 2008, cependant, la plupart des pays de l'OCDE ont adopté des mesures d'austérité, renforcé le rôle du marché, et introduit des plans d'action individualisés dans leurs PAMT. À partir de données et de rapports des provinces, du gouvernement fédéral et de l'OCDE, cet article analyse l'évolution récente des PAMT du Québec à la lumière de ces tendances. Activation policies are widely adopted to encourage labour market participation of unemployed youth, and yet they are poorly understood and monitored with regard to the causal mechanisms unfolding through their implementation. Activation schemes are often based on the carrot-andstick logic informed by microeconomic job search theory, but activation occurs through processes which are far more complex and comprises elements of career identity and capability development, among others. This paper is the first to provide an in-depth exploration of the processes of attitudinal and behavioural change experienced by unemployed youth over the course of their participation in different activation programmes. Seven phases of change emerged from the analysis, namely vocational availability, self-testing, self-knowledge, self-confidence, goal-orientation, vocational activity and perseverance. For each of these phases, we identify drivers of change from both within and outside the intervention sphere, and discuss them in their implications for research and practice.
