Transportation planning before the actual landfall of a hurricane can save lives by allowing evacuees to be transferred from the affected area to shelters in a safe and timely manner. This paper aims to fill an important research gap by proposing a detailed framework for bus-based evacuation planning with fair resource allocation in dense urban areas. We deconstruct the bus-based evacuation problem into multiple stages. Firstly, we identify a subset of existing bus stops to serve as bus pickup locations during the evacuation through the use of an integer programming model. The objective is to minimize the total number of pickup locations while ensuring full coverage of the demand. Secondly, the selected bus pickup locations are assigned to shelters where safe shelters are provided by the government. An equity component was introduced in the shelter assignment stage to ensure fair evacuation resource allocation. Finally, a bus driver management model was proposed that can be used to determine the optimal crew size in bus-based evacuation planning. A hypothetical hurricane evacuation scenario in New York City was used to evaluate the performance of the proposed methodology and the impact of model parameters. The results can provide feasible decisions on identifying bus pickup locations, shelter assignment, as well as the number of drivers needed for transit-based evacuation planning. The equity component shows a noticeable increase in equity index despite it only adding a small cost to the average travel distance.

A metropolitan area is an area with dynamic demands and is one of the main indicators of economic growth of nation. It involves the complexity of efficient analysis and prediction of patterns of growth or decline of traffic volume and patterns of resource utilization with respect to time and place. To solve these complexities, we propose agent-based commuters' traffic pattern and prediction analysis model in a metropolitan area. The proposed system model is capable of analyzing and predicting the patterns of commuters' traffic flow volume and resource utilization in each zone and region, using the population density, availability of resources, type of place, time period, and commuters' and vehicles' arrival rates. The proposed model provides qualitative form of traffic; increases the probability of measure of unpredictable information; and aids in emergency traffic planning and route-finding services. The result shows the effectiveness of the model at different time periods in a day for forecasting of the resource utilization and changes in traffic volumes in zones and regions in the metropolitan area.

Στην παρούσα διδακτορική διατριβή διερευνώνται υπηρεσίες μεταφοράς επιβατών με ειδικές απαιτήσεις με τη χρήση μέσων μαζικής μεταφοράς υπό κανονικές και έκτακτες συνθήκες.Συγκεκριμένα, η παρούσα διατριβή αρχικά επικεντρώνεται στον σχεδιασμό εξατομικευμένων μεταφορικών υπηρεσιών με τη χρήση μέσων μαζικής μεταφοράς, και συγκεκριμένα του δημόσιου συστήματος λεωφορείων. Επιπλέον, εξετάζεται πως οι σχετικές υπηρεσίες δύνανται να βελτιωθούν ενισχύοντας το σύστημα λεωφορείων με μισθωμένα οχήματα. Οι εν λόγω υπηρεσίες έχουν στόχο την παροχή κινητικότητας υψηλής ποιότητας σε άτομα που χρήζουν ειδικών συνθηκών μεταφοράς, ενώ λαμβάνεται υπόψη και το σχετικό κόστος.Για τη μελέτη αυτών των συστημάτων ορίστηκαν νέα προβλήματα προγραμματισμού δρομολογίων, τα οποίο διατυπώθηκαν ως προβλήματα μεικτού γραμμικού ακεραίου προγραμματισμού και επιλύθηκαν με νέες μεθόδους Κλάδου και Αποτίμησης (ΚΑ). Επίσης, διεξήχθηκαν εκτεταμένες πειραματική μελέτες για το κάθε σύστημα με τη βοήθεια των αντιστοίχων μεθόδων ΚΑ για την μελέτη της επίδρασης των βασικών παραμέτρων των συστημάτων στην ποιότητα εξυπηρέτησης.Επίσης, στην παρούσα διατριβή διερευνώνται περιπτώσεις εκκενώσεων περιοχών εν όψει εκτάκτων καταστάσεων. Για την περίπτωση αυτή, διερευνούμε το πρόβλημα του προγραμματισμού εκκένωσης περιοχών με τη χρήση υφιστάμενων δημόσιων συστημάτων λεωφορείων, λαμβάνοντας υπόψη σημαντικούς περιορισμούς που σχετίζονται με τη δυναμικότητα των διαθέσιμων καταφυγίων. Επιπροσθέτως, διερευνούμε επέκταση του παραπάνω προβλήματος, η οποία αφορά τη μεταφορά τραυματιών σε νοσοκομειακές μονάδες, είτε μόνιμες και μεγάλης δυναμικότητας είτε προσωρινές και μικρής δυναμικότητας.Για την επίλυση των προβλημάτων εκκένωσης αναπτύξαμε ένα πλαίσιο επίλυσης δύο φάσεων, το οποίο συνδυάζει κατάλληλα γνωστές ευρετικές και ακριβείς μεθόδους. Η πειραματική διερεύνηση σχετικά με τα προβλήματα εκκένωσης αφορούσε την αξιολόγηση του προτεινόμενου υβριδικού πλαισίου Αρχικά, επικυρώθηκε η ποιότητα των λύσεων που παράγονται από το υβριδικό πλαίσιο συγκρίνοντάς τες με τις βέλτιστες λύσεις που παράγονται από την επίλυση του μαθηματικού μοντέλου για προβλήματα μικρής κλίμακας.Τέλος, εκμεταλλευόμενοι μερικά από τα σημαντικά χαρακτηριστικά των παραπάνω προβλημάτων, καθώς και των μεθόδων επίλυσης που αναπτύχθηκαν για αυτά, μελετήσαμε ειδικές περιπτώσεις στον τομέα των logistics. Οι ειδικές περιπτώσεις του τομέα των logistics που μελετήθηκαν αφορούν τη δρομολόγηση ενός οχήματος και δύο σημείων αναπλήρωσης του αποθέματος του οχήματος.
