Turkey is strategically positioned at the crossroads of Europe, Asia, and Africa, and is considered an important geopolitical actor in the global arena. Since Turkey embraced neoliberal economic policies in the 1980s, it has emerged as one of the leading emerging economies with major trade links with the US, Russia, EU, and Asia. Turkey has been a longstanding member of the NATO alliance and signed the European Customs Union Agreement in 1995. With the advent of Asia as the global economic powerhouse, Turkey’s foreign and economic policy horizons today extend to the Asia-Pacific Region. Turkey plays a key role in China’s Belt and Road Initiative and with the launching of the Asia Anew Initiative in late 2019, Ankara has redoubled efforts to forge closer ties with the ten members of the Association of Southeast Asian Nations (ASEAN) and with ASEAN itself. This paper will explore and evaluate Turkey’s foreign policy over the last two decades and the shift from the principle of Strategic Depth to that of Strategic Autonomy. The article will also review Turkey’s current change in international orientation and its international re-orientation toward Asia.

Türkiye İkinci Dünya Savaşı sonrası dünyada, ABD düzeninde yer almayı en fazla isteyen ülkeler¬den biriydi. Bu süreçte dış dış politikadaki otonomisini önemli ölçüde Washington’a devreden Ankara, 1960’ların ortasına kadar ABD’nin en sadık müttefiklerinden biri oldu. Fakat 1964’te Türkiye-ABD ilişkilerinde başlayan ilk kriz, 1975 yılında Türkiye’nin ülkedeki Amerikan üs ve tesislerini kapatması¬na kadar vardı. Tırmanan gerginliğe rağmen, Türkiye Amerikan düzeni içerisinde kalmaya devam etti ve ABD’ye yönelik meydan okumasını otonomisini genişletme talepleri ile sınırlandırdı. Bu bağlamda, elinizdeki çalışma uluslararası ilişkiler disiplini içerisinde görece yeni olan hiyerarşi teorisinin kavram ve argümanlarını kullanarak Türkiye’nin 1964-1975 döneminde Amerikan düzeni içindeki otonomi arayışının arkasındaki nedenleri açıklamayı hedeflemektedir.

Recently, debates on a shift of axis in Turkish foreign policy have resurfaced. Many analysts perceive the geopolitical alignment between Turkey and Russia as a deliberate Turkish response to its deteriorating ties with the West. The goal of this paper is to shed light on the factors that have fostered the interest of the Turkish political elite in developing strategic relations with Russia. We argue that Turkey's alignment with Russia has global, regional and domestic dimensions. First, especially after the global financial crisis of 2008, Russia managed to successfully realign itself with rising powers like China and India, while also strengthening its traditional position as a global player. Second, in addition to its strong influence in the Black Sea, the Caucasus and Central Asia, Russia has become a major actor in other regions in the immediate neighborhood of Turkey such as the Middle East and the East Mediterranean. Finally, the failed coup attempt of July 2016 in Turkey has added a strong psychological dimension to the Turkish-Russian rapprochement. Nevertheless, Turkey's interest in closer ties with Russia is not expected to lead to a reorientation in Turkish foreign policy away from its position in the traditional transatlantic alliance.
