This study aims to differentiate between perceived quality culture (QC) and service quality (SQ) in public and private universities; and to examine the effect of QC on SQ in both types of universities, individually and collectively. This is a quantitative study in which data are collected from administrative and quality managers of randomly selected universities in Pakistan through face-to-face and online surveys. Of the 150 questionnaires distributed, a total of 111 questionnaires are received, of which 105 are valid, giving a response rate of 70%. The collected data are then analyzed by descriptive and causal research methods using SPSS-25 and PLS-SEM. The findings reveal significant differences in perceived QC and SQ between public and private universities; however, public universities scored higher on both variables than private universities. Furthermore, the results show the significant effect of QC on SQ individually and collectively in public and private universities; however, this relationship is stronger for private universities than for public universities. The findings of the study may help administrative and quality managers to improve SQ by cultivating QC in their respective universities, thereby improving organizational performance. This study extends theoretical knowledge by introducing QC as a predictor variable and then measuring SQ from a dual perspective (internal and external customers) in a university setting, which is less explored in the existing literature.

The purpose of this study is to investigate the challenges faced by drivers while interacting with City Traffic Police (CTP) in Lahore, Pakistan. CTP plays a vital role in maintaining traffic flow and improving road safety. The study used a mixed methods approach, combining qualitative interviews using Critical Incident Techniques (CIT) to explore issues, affinity diagrams for thematic analysis, and frequency analysis to quantitatively identify the most important transportation issues based on their occurrence. The study identified 32 different traffic problems and classified them into four categories of drivers. Thematic analysis reveals eight overarching themes, including road conditions, behavioral issues of traffic police, license issuance hurdles, traffic tickets and challans, grievance redressal procedures, signal malfunctions, discriminatory conduct, and corruption within the CTP domain. Quantitative analysis highlights road conditions, behavioral issues, and license-related problems as the most frequently reported concerns. Theoretical implications draw on Social Exchange Theory (SET) to analyze drivers' interactions, emphasizing the pivotal role of trust in shaping satisfaction and compliance. Practical implications urge policymakers to prioritize road maintenance, enhance communication skills of traffic wardens, and address corruption and discrimination for improved traffic management. Limitations include potential bias from convenience sampling, reliance on subjective recollections in CIT, and the study's exclusive focus on drivers. Recommendations for future research advocate rigorous sampling methods, broader geographical scope, diverse stakeholder involvement, and the incorporation of quantitative surveys.

This study attempts to construct a measurement model for assessment purpose by using SMARTPLS 4 application in order to investigate relationship between Theory of Resources Capabilities and Theory of Industrial Competitiveness toward Private Higher Education Institution Performance in Malaysia. The questionnaire was sent to 109 respondents known as Edupreneurs using purposive sampling. The result of the measurement model shows that all 10 constructs of Resource Capabilities (Independent Variable 1), Industrial Competitiveness (Independent Variable 2), and Private Higher Education Institution Performance(Dependent Variable) meet the thresholds/minimum limits for Composite Reliability (CR) and Average Variance Extracted (AVE),with all CRs greater than 0.7 and all AVEs greater than 0.5. For discriminant validity, the values were less than 0.90, indicating that discriminant validity was also met. In summary, this study contributes to the methodology by helping to develop questions in the survey, identifying the basic assumptions in the area of PHEI performance, demonstrating the validity of the items used, and showing how it can be applied to PHEI strategies in the future.
