A system for the management of old building retrofit projects in historical centres: the case of Portugal

Abstract: ABSTRACT. The retrofitting works in old buildings require appropriate knowledge of the vernacular techniques. Previous researches have identified retrofitting works as more intrusive and using more unnecessary demolition materials than real needs. This study constitutes a new framework that focuses on the project management success of old building retrofitting in historical centres by developing a methodological system for this purpose. It uses a construction sector system approach, reviews legal requirements,… Show more

“…These measure Cities have the capacity to stimulate the development of projects aimed at redesigning the physical structure through creative reuses of historical buildings and infrastructure elements [53]: the revitalization of the city center and property values and the reuse of heritage resources, adapting them to meet the present needs [5,6,12,54]. These transformations of urban space are the result of global neoliberalization and are planned as alternative measures of urban development [54][55][56][57]. Functional conversion projects occur with higher frequency in the historical area of cities in the process of urban regeneration due to the presence of a significant number of unused buildings, which are in different states of conservation [5,53,58], but also as a result of the cultural attraction of the historical area exerted on tourists [53].…”

“…This management system is structured in four main areas. These 4 areas consist of 15 indicators and 50 thematic parameters encompassing strategies, solutions for constraints, best practices used in building retrofitting, and legal requirements [9]. Each parameter is classified into 5 possible options, from less sustainable (level 1) to most sustainable (level 5).…”

“…There are solutions that, even if they are not original, can bring benefits in the context of sustainability and increase structural resistance [8]. These solutions can also guarantee a more effective response to the specific problems and constraints of each work, related to planning, deadlines, cost overruns, changes, non-contractual works, among others [9]. Building envelope durability in building renovation, for example, is considered "a technical performance indicator which are added to the environmental performance indicators in a sustainability assessment" [10].…”

“…Architectural renovation, energy redevelopment, and re-use of existing and historic building heritage nowadays is a widespread need in Italy where there is plenty of buildings and structures of high cultural and artistic value.
