Energy requirements have increased dramatically due to industrialization, economic, and population growth. To meet this demand, and solve its challenges, such as climate change, renewable energies do play an important role. This research work aims at selecting the best renewable energy projects using a hybrid decision-making framework from environmental, economic, technical, and social aspects at a sub-national level. In this regard, a new hybrid fuzzy multi-criteria decision-making model is deployed in which Vise Kriterijumska Optimizacija I Kompromisno Resenje, distance from average solution, and additive ratio assessment methods are used. In addition, for the weighing of criteria, Fuzzy Shannon’s entropy is used. Furthermore, the North Khorasan province is nominated as a sub-national study area. The results show that among 30 sub-criteria, social acceptance, net-presented cost, and noise were the top three with weights of 0.1105, 0.1003, and 0.0988, respectively. Solar energy projects also accomplished high ranks with an overall score of roughly 0.22. After that, small hydropower got second place with a score of 0.187. Moreover, the ranking of cities indicates that Jajarm was the most suitable location for implementing renewable energy development with a score of 0.14. Finally, sensitivity analysis was carried out to show that the mathematical model possessed good robustness.

A series of 3D obstacle limitation surfaces (OLS) define the limits to which objects may project in the airspace in order to configure the airspace around aerodromes that must be kept free from obstacles. The aim is to ensure that aircraft can safely carry out their scheduled operations, and to prevent the aerodromes from becoming unusable due to the proliferation of obstacles in the surrounding area. One such possible obstacle is the vegetation growing in the zone. This work consists of a study of the variation in the vegetation in the El Prat airport (Barcelona-El Prat Josep Tarradellas) and the surrounding area in the years 2011-2018, and of the way in which it has influenced the configuration of the OLS. Until 2010, obstacle studies were carried out every four years but the growth of plant obstacles during this period was not controlled. Although the rate of tree growth depends on several factors such as age, species, site quality and forestry treatment, the parameter analysed in this research is height, as this is what will interfere in the OLS. This study therefore focuses on measuring the height and geolocation of the obstacle in order to determine its influence on the OLS, and on determining the subsequent actions, if any, that need to be taken in regard to this vegetation element to avoid it becoming a risk to operational safety. As a result, the growth and vulnerability of 84 vegetation obstacles from 794 terrain elements have been detected. The result of this study is the design, using geographic information systems, of a tool to assist airport managers in the automated control and monitoring of the vegetation in the obstacle limitation surfaces to avoid compromising the safety of airport operations and mitigating environmental impacts.

Abstract. The increasing need of renewable energy fosters the expansion of wind turbine sites for power production throughout Europe with manifold effects, both on the positive and negative side. The latter concerns, among others, radar observations in the proximity of wind turbine (WT) sites. With the aim of better understanding the effects of large, moving scatterers like wind turbines on radar returns, MeteoSwiss performed two dedicated measurement campaigns with a mobile X-band Doppler polarimetric weather radar (METEOR 50DX) in the north-eastern part of Switzerland in March 2019 and March 2020. Based on the usage of a X-band radar system, the performed campaigns are up to now unique. The main goal was to quantify the effects of wind turbines on the observed radar moments, to retrieve the radar cross section (RCS) of the turbine themselves, and to investigate the conditions leading to the occurrence of the largest RCS. Dedicated scan strategies, consisting of PPI (Plan Position Indicator), RHI (Range-height Indicator) and fixed-pointing modes, were defined and used for observing a wind park consisting of three large wind turbines. During both campaigns, measurements were taken in 24/7 operation. The highest measured maxima of horizontal reflectivity (ZH) and RCS reached 78.5 dBZ respectively 44.1 dBsm. A wind turbine orientation (yawing) stratified statistical analysis shows no clear correlation with the received maximum returns. However, the median values and 99th percentiles of ZH and RCS show different enhancements for specific relative orientations. Further, we show, based on investigating correlations and an OLS (ordinary least square) model analyses, that the fast changing rotor blade angle (pitch) is a key parameter, which strongly contributes to the variability of the observed returns.
