A Study on the Affecting Factors of U-City Service Acceptance

BackgroundSouth Korean government is currently in progress of expanding the coverage of telemedicine projects as part of an attempt to vitalize service industry, but is facing fierce opposition from KMA. Practice of telemedicine requires sufficient discussions among related parties. Although the participation of medical specialists is important, agreement from the public is essential.MethodsThree main tertiary care centers in Seoul were selected for data collection. A total of 224 patients (patients n = 180, patient guardian n = 44) and medical professionals (n = 41) were selected using simple random sampling. Mixed method of quantitative survey and qualitative semi-interview was used.ResultsThis study analyzed patients’ and medical professionals’ perception about the application of telemedicine in cardiology ward in tertiary care centers to provide baseline data when developing and applying telemedicine services. Results implied high need for encouraging telemedicine projects in order to appeal needs among population by providing experience (p < 0.001) and knowledge (p < 0.001). Other results showed that the need for electrocardiography monitoring was high among not only in remote areas but also in areas close to the capital. 64.52% of all participants thought that telemedicine was needed, and 73.21% of participants were willing to use telemedicine service if provided. Semi-interviews revealed that participants expected more cost and time saving services through remote treatment, by not having to visit long distance hospitals frequently.ConclusionsResearch results oppose Korean Medical Association’s opinion that the population is against enforcing telemedicine related laws. The findings in this study reflect an up-to-date perception of telemedicine among patients and medical professionals in a tertiary care centers’ cardiology ward. Moreover, the study provides a baseline that is needed in order to overcome past failures and to successfully implement telemedicine in South Korea.Electronic supplementary materialThe online version of this article (10.1186/s12913-018-3105-y) contains supplementary material, which is available to authorized users.

The goal of providing smart city services is not only simply building smart technology and infrastructure but also improving the quality of life of citizens who use smart city services and have positive experiences. This requires establishing service supply strategies considering citizens’ satisfaction levels by identifying the factors that affect the will or behavior of citizens who use smart city services. However, decision making regarding smart city policies and service supply in Korea is conducted through the central government-centered top-down mode, which lacks the consideration of how to improve citizens’ satisfaction levels or their intention to use technology. Thus, we proposed an acceptance model for smart city services, which is a theoretical model that offers a foundation for a model to evaluate the interaction levels of citizens toward smart city services based on the technology acceptance model, which is the most widely used tool to evaluate what factors affect the acceptance and use of information technology and system-based services. In addition, we defined research models by discussing previous studies that proposed factors that affect the acceptance of smart city and U-City services and urban public services. To empirically verify the research models proposed herein, we surveyed citizens in Seoul and conducted structural equation modeling using AMOS 28. As a result, we derived a total of eight factors (Quality, User Characteristics, Positive Attitude, Perceived Risk, Social Influence, Perceived Ease of Use, Perceived Usefulness, and Acceptance Intention) that affected the acceptance of smart city services and 42 assessment items from these factors. The results of this study are expected to be foundational data for establishing policies and systems for the improvement of citizens’ interaction level and continuous use of smart city services.

The concept of Smart home is receiving a huge attention as a future living environment because of its advantages for elderly and disabled to maintain their quality of life. Smart home is a place equipped with integration of technology and services and closely intertwined with occupant's lifestyle. Therefore it is critical to consider the user's actual needs for ensuring satisfaction. However despite growing researches on user values for smart home, there have been few studies clearly categorizing smart home service and stating user values depending on characteristics of service. Thus, the aim of this research is to classify smart home services on user's perspective, and reveal user values for each smart home services. Through the in-depth literature review, we elicited technology-related user values and service-related user values, and state classification for smart home service. Also the relationship between user values and each smart home services were revealed. The results of this research should help to reflect user's actual needs for designing smart home services.
