Este estudo tem como propósito avaliar o efeito do sistema comunitário portuário (SCP) e a sua influência no desempenho do porto. Avalia-se, no caso português, a janela única portuária (JUP), com que se identifica. Recorre-se à análise das componentes principais e à metodologia structural equation modeling (SEM), aplicadas á amostra de 153 respostas válidas, obtidas na comunidade portuária portuguesa. Os resultados mostram diferentes factores que constituem o sistema comunitário portuário e grandes diferenças entre o SCP genérico e o SCP português (JUP). Os factores de desempenho também apresentam fortes diferenças. Como principal contribuição verificam-se diferentes os factores do SCP com impacto em diferentes factores de desempenho no porto.

The emergency evacuation route planning of cruise ships directly affects the safety of all crew members and passengers during emergencies. Research on the planning of emergency evacuation routes for cruise ships is a frontier subject of maritime safety. This study proposes an improved ant colony system (IACS) to solve the evacuation route planning of crowds on cruise ships. The IACS, which is different from common single-path ant colony system (ACS) evacuation algorithms, is used to solve the multipath planning problem of crowd evacuation from cruise ships by considering crowd density and speed in the model. An increasing flow method is introduced into the IACS to improve the efficiency of the proposed algorithm. Numerical experiments show that this method meets the requirements of evacuation analysis guidelines for new and existing passenger ships (MSC.1/Circ.1533)and can effectively and efficiently plan the emergency evacuation path for cruise ship crowd.

In order to do this, it is necessary to reduce the costs related to Information and Communication Technologies by means of implementing/safeguarding: the efficient use of stakeholders' infrastructure (Keceli, 2011), security of connections between users (Van Oosterhout et al, 2007), legality in transactions (Carlan et al, 2016), rapid access to information through electronic platforms (Aydogdu & Aksoy, 2015), compliance with standards and regulations (Carlan et al, 2016), among others. Strategic management in a port system is complex since the Port Community has to coordinate actions and generate synergy among all the private actors that integrate the export and import logistics chains, trade associations and trade unions. Based on the opinion of the port experts and the analytical network process (ANP), the research identifies the relevant criteria for strategic, business and operational decision-making in the Port Community, in the technological and risk contexts. With the criteria found and considering the strategic alignment that is required, management indicators are constructed. Based on a generic model, a new strategic conceptual model (PORTGD) of ANP for decision management is designed for the Port Community, a cause and effect analysis is carried out and a sensitization study is performed on the nodes. The discussion of the results and conclusions highlights the importance of technological investment, control of port security and good practices for the port system investigated.
