Solving combinatorial optimization problems on current noisy quantum devices is currently being advocated for (and restricted to) binary polynomial optimization with equality constraints via quantum heuristic approaches. This is achieved using, for example, the variational quantum eigensolver (VQE) and the quantum approximate optimization algorithm (QAOA). In this article, we present a decomposition-based approach to extend the applicability of current approaches to "quadratic plus convex" mixed binary optimization (MBO) problems, so as to solve a broad class of real-world optimization problems. In the MBO framework, we show that the alternating direction method of multipliers (ADMM) can split the MBO into a binary unconstrained problem (that can be solved with quantum algorithms), and continuous constrained convex subproblems (that can be solved cheaply with classical optimization solvers). The validity of the approach is then showcased by numerical results obtained on several optimization problems via simulations with VQE and QAOA on the quantum circuits implemented in Qiskit, an open-source quantum computing software development framework.

Municipal Solid Waste Mass Balance as a Tool for Calculation of the Possibility of Implementing the Circular Economy Concept

Municipal waste management system modeling based on the mass balance of individual waste streams allows us to answer the question of how the system will react to organizational changes, e.g., to the expected reduction in the amount of plastics or the introduction of a deposit for glass and/or plastic packaging. Based on the data on Polish municipal solid waste and the forecast of changes in its quantity and composition, as well as demographic data, a balance model was prepared to assess the impact of introducing higher and higher levels of recycling, in accordance with the circular economy assumptions on the waste management system. It has been shown that, for the Polish composition of municipal waste, even if the assumed recycling levels of individual streams are achieved, achieving the general target level of 65% recycling in 2025/30 may not be feasible. The possibility of achieving a higher level of recycling will be possible due the introduction of selective ash collection from individual home furnaces, while the impact of reducing the amount of plastics or introducing a deposit on packaging is minimal. The calculations also showed that, to complete the waste management system in Poland, we need at least 3.5 million Mg/year of incineration processing capacity and the present state (approx. 1.3 million Mg/year) is insufficient.

An optimization‐based analysis of waste to energy options for different income level countries

Summary Utilizing waste‐to‐energy (WtE) technologies is becoming crucial in today's world where energy sources are scarce. Despite the fact that WtE technologies (incineration, gasification, pyrolysis, anaerobic digestion, and landfill gas recovery) have been analyzed thoroughly in the literature regarding their efficiency rates in treating waste, the applicability of each method to different waste compositions and in various economic environments has not been considered before. In this study, this issue is investigated by modeling and solving a mixed integer programming model. The model is illustrated in three settings, namely Turkey, Brazil, and Germany, each of which is an example of a lower middle income, upper middle income, and a high income country, respectively. The findings of the optimization model suggest that plasma‐arc gasification and advanced incineration stand out as the most efficient technologies to create the WtE conversion, provided that there are sufficient funds to build and run these facilities. If there are economic restraints, anaerobic digestion could be a more cost‐effective way to create energy from waste. However, the solutions can be highly dependent on the parameters of the problem, as indicated in the results of the sensitivity analysis performed. In particular, if CO2 emissions are a big concern, the optimization model favors more of plasma‐arc and pyrolysis technologies. Novelty Statement Despite a wide range of previous studies involving technical analysis of WtE technologies, an economic perspective involving facility building decisions comparing different income level countries has not been performed before. This study examines all waste‐to‐energy methods in the literature not only regarding their efficiency rates in treating waste but also selecting the most appropriate methodology in different settings. In this manner, considering different income level countries brings a proper perspective and novelty to the study.
