Urban freight transport becomes increasingly important with the development of cities. However, it generates also inefficiencies on social, economic and environmental aspects. A possible solution is the use of urban distribution centres in order to rationalise the deliveries and to operate the last miles with clean vehicles. Electric vehicles are gaining attention lately but some barriers remain. Since costs barriers were already investigated, the paper aimed at evaluating the difference of performances between a centre using a diesel truck and a centre using an electric vehicle. In order to do so, the operations of an urban distribution centre were modelled in a discrete event simulation and different scenarios were evaluated. The results showed that replacing a conventional truck by an electric van generates more traffic due to the limited payload of the van. However, the limited range does not entail the daily operations of the vehicle since a single night charge is sufficient. Better, the depth of discharge is found to be limited to a minimum of 60%. The results on the battery are similar in the second scenario where the conventional truck is replaced by an electric truck. In that scenario though, no influences are identified on the logistics performances of the urban distribution center.

This paper focuses on sustainable mobility city planning as a process that innovates and develops cities.The indications laid down by the European Union (UE) urge us to review urban spaces in order to transform degraded areas into smart areas and, therefore, restart a process of rebalancing and sustainability, with the goal of transforming cities into smart cities. The planning activity supports the social, economic, and technological change processes. The regeneration of disused areas creates opportunities for sustainable growth. This paper presents the issue of urban regeneration. A project of an urban distribution center, in a city logistics system, is designed for a disused railway area, located near the harbour in Reggio Calabria. The case study has tested the application of a model of urban regeneration, through the design of innovation zones, according to European Union strategies to encourage the development of a smart city.

Η διανομή εμπορευμάτων θεωρείται βασικός παράγοντας στην κυκλοφοριακή συμφόρηση και στην περιβαλλοντική ρύπανση των αστικών περιοχών (CIVITAS Initiative, 2017). Η αυξανόμενη ζήτηση για μεταφορά εμπορευμάτων ως αποτέλεσμα της έντονης αστικοποίησης, του καταναλωτισμού, της τεχνολογικής άνθισης, του διεθνούς ανταγωνισμού και των «διαταραχών» της αλυσίδας εφοδιασμού λόγω της πρόσφατης πανδημίας, προκαλεί τεράστια ζήτηση για προϊόντα και υπηρεσίες, και καθιστά πρόκληση τη διατήρηση ενός υψηλού επιπέδου κυκλοφορίας και ποιότητας ζωής στις πόλεις. Τις τελευταίες δεκαετίες έχουν αναπτυχθεί πολλές λύσεις για την αντιμετώπιση των προβλημάτων που σχετίζονται με την αστική διανομή αγαθών (Holguin-Veras et al., 2018; Holguín-Veras et al., 2018b). Αυτές οι λύσεις συμπληρώνουν τις «παραδοσιακές» λύσεις Αστικών Εμπορευματικών Μεταφορών (ΑΕΜ) ή τις αντικαθιστούν πλήρως.Τα τελευταία νέα στο τέλος του 2020 δείχνουν μια στροφή προς έναν πιο ψηφιακό κόσμο που προκαλεί αλλαγές στην αγοραστική συμπεριφορά των καταναλωτών σε όλο τον κόσμο (UNCTAD, 2020). Ενώ ορισμένες αλλαγές ως προς τη ζήτηση προϊόντων ή υπηρεσιών μπορεί να είναι προσωρινές, άλλες ενδέχεται να έχουν μακροχρόνιες επιπτώσεις (OECD, 2020). Αυτή η νέα πραγματικότητα ηλεκτρονικού εμπορίου αμφισβητεί διάφορες πτυχές των υφιστάμενων εφοδιαστικών αλυσίδων και ασκεί τεράστια πίεση στις εταιρείες ταχυμεταφορών για απρόσκοπτη εξυπηρέτηση της πρόσθετης ζήτησης για κατ’ οίκον παραδόσεις και ψηφιοποίηση των διαδικασιών. Για την εξυπηρέτηση αυτής της πρόσθετης ζήτησης θα πρέπει να εξεταστούν νέοι τρόποι παράδοσης που στηρίζονται στη χρήση κοινών διασυνδεδεμένων δικτύων διανομών, οι οποίοι θα ακολουθούν απαρέγκλιτα το δόγμα των μηδενικών εκπομπών στις μεταφορές (Alice, 2020). Τα αυτοματοποιημένα οχήματα και ο πληθοπορισμός φαίνονται αποτελεσματικές λύσεις για την εξυπηρέτηση της πρόσθετης ζήτησης του ηλεκτρονικού εμπορίου. Για την ανάπτυξη αυτών των λύσεων, η ύπαρξη αστικών κέντρων ενοποίησης και διανομής θεωρείται απαραίτητη προϋπόθεση, καθώς παίζουν καθοριστικό ρόλο στη μεταφορά των εμπορευμάτων στα κέντρα των αστικών περιοχών. Συγκεκριμένα, ένα πλέγμα στρατηγικά τοποθετημένων αστικών κέντρων ενοποίησης που λειτουργούν ως σημεία μεταφόρτωσης μπορούν να εξυπηρετήσουν τη ζήτηση με έναν πιο ενοποιημένο τρόπο, πετυχαίνοντας αυξημένα ποσοστά πληρότητας και μειωμένες εκπομπές ανά αποστολή.Η πολυπαραγοντική φύση των λύσεων εφοδιαστικής, ωστόσο, μπορεί να έχει αρνητικές επιπτώσεις εάν όλοι οι παράγοντες δεν εξεταστούν προσεκτικά. Για την αποφυγή τέτοιων καταστάσεων συνιστάται πάντα η εκ των προτέρων αξιολόγηση των προτεινόμενων λύσεων μέσω προσομοίωσης προκειμένου να ποσοτικοποιηθούν οι επιπτώσεις τους. Η μικροσκοπική και μακροσκοπική κυκλοφοριακή προσομοίωση σε συνδυασμό με άλλες τεχνικές προσομοίωσης έχουν αποδειχθεί πολύτιμα εργαλεία για τον σχεδιασμό και την αξιολόγηση της συμβολής των AEM στην αστική οικονομία και περιβάλλον (Taniguchi et al., 2012).Στόχος αυτής της διατριβής είναι η αξιολόγηση καινοτόμων λύσεων ΑΕΜ για τη βελτίωση της αποκαλούμενης «παράδοσης του τελευταίου μιλίου» μέσω της ανάπτυξης ενός συστήματος προσομοίωσης. Η μεθοδολογία για την ανάπτυξη αυτού του συστήματος βασίζεται σε μια εκτεταμένη συστηματική ανασκόπηση της βιβλιογραφίας σχετικά με τις υπάρχουσες τεχνικές προσομοίωσης αξιολόγησης καινοτόμων λύσεων ΑΕΜ, την ανάπτυξη μιας πλατφόρμας Delphi πραγματικού χρόνου για την οργάνωση και τον συντονισμό των ομάδων ενδιαφερομένων κατά τη διαδικασία επιλογής λύσεων ΑΕΜ και σε ένα μοντέλο μικροσκοπικής κυκλοφοριακής προσομοίωσης εμπορευματικών ροών σε κλίμακα πόλης για την παροχή δεδομένων εισόδου στο Evalog, μια πλατφόρμα λήψης αποφάσεων πολλαπλών κριτηρίων για την αξιολόγηση λύσεων ΑΕΜ. Η πρώτη λύση που εξετάστηκε αφορά σε έναν συνδυασμό έξυπνων θυρίδων και χρήσης μέσων μαζικής μεταφοράς για την ανάπτυξη υπηρεσιών crowdshipping. Η δεύτερη εξεταζόμενη λύση αφορά σε έναν συνδυασμό έξυπνων θυρίδων και χρήσης ενός στόλου συνδεδεμένων και αυτόματων οχημάτων για παραδόσεις «τελευταίου μιλίου». Η εκτίμηση των επιπτώσεων και στις δύο περιπτώσεις βασίζεται σε μια ανάλυση «πριν-και-μετά», όπου ως «πριν» αναφέρεται το υφιστάμενο σενάριο, πριν την εφαρμογή των λύσεων, και ως «μετά» το σενάριο μετά την εφαρμογή των λύσεων.Τα αποτελέσματα έδειξαν ότι στην περίπτωση του crowdshipping, ο μεταφορέας μπορεί να επωφεληθεί έως και 13% σε ορισμένους τύπους σεναρίων. Στην περίπτωση του στόλου συνδεδεμένων και αυτόματων οχημάτων, ο μεταφορέας μπορεί να επιτύχει βελτίωση έως και 65%, σε σενάρια που χαρακτηρίζονται από υψηλά ποσοστά διείσδυσης αυτόματων οχημάτων στη συνολική κυκλοφορία.Πηγές:CIVITAS Initiative, 2017.
