A state-of-the-art review of working poverty in advanced economies: theoretical models, measurement issues and risk groups

Abstract: While there is a growing awareness of the 're-emergence' of working poverty, this topic remains relatively under-researched. This article provides an encompassing review of the literature dealing with the situation in Europe, North America and the Antipodes, with a focus on the theoretical models found in this literature, the definitions used and the risk groups identified. The main conclusion is that most publications were not based on a specific theoretical model, which has led to a flurry of definitions; mo… Show more

“…Second, relative indicators of income poverty and indicators of material deprivation usually lead to diverging conclusions. However, the latter have hardly ever been used in the literature devoted to the working poor (Crettaz, 2013). “…Some scholars do affirm that transfer policies can lead to more poverty as they guarantee some low level of income, under the poverty threshold, with the effect of pushing workers into atypical and low-wage jobs, the so-called poverty trap (Frazer and Marlier, 2010, p. 31;Fraser, 2011, p. 90). Yet this does not lead them to rethink their focus on the impact of welfare regimes in lessening IWP (Gazier, 2008;Crettaz, 2013). The study of the international dimension mainly consists of a comparison of welfare regimes and their capacities to mitigate the effects of labour markets, lifting households out of monetary poverty.…”

“…Despite this trend, there has been relatively little policy and academic debate on IWP, with a few notable exceptions (Jenkins et al, 2012;Maître et al, 2012;Crettaz, 2013Crettaz, , 2014European Commission, 2014). The increasing number of people in work but living in poverty contradicts a fundamental premise of the 'European social model' -that employment protects individuals from povertyand epitomises one of the main consequences of neo-liberalism for workers.…”

“…However, the factor of low wages alone do not fully cause someone to be working poor, some other factors related to the demographics of individuals and household factors such as gender, education, race, type of work (parttime or full-time), live in the house a household with only one person earning wage/salary, or living in a household that has children [18], [19] is considered to be associated with a person's chance to become a poor worker. Low education limits one's choices for the type of work that can be taken, and is often associated with low status in employment so that the income received also tends to be low [20].…”
